In § 4 a new type of offence was introduced, namely a crime that involves an organized group or an association launched and controlled with the purpose of committing a terrorist offence ( " Whoever sets up the group or association aimed at committing an offence of a terrorist character, or leads such a group or organisation " ).

It also provides that no one shall be required to join or be a member of a group or association established for self-defence or a similar purpose.
٤٧- وفيما يتعلق بالمادة ٢٢ من العهد المتعلقة بالحق في حرية الانضمام الى آخرين في تكوين جمعيات، بما في ذلك الحق في تكوين اتحادات عمالية والانضمام اليها لحماية الفرد مصالحه، ينص الدستور على هذه الحرية في المادة ٤٣ منه، كما ينص على أنه لا يجوز أن يطلب من أحد أن ينضم الى مجموعة أو رابطة أنشئت لغرض الدفاع عن الذات أو لغرض مماثل أو أن يصبح عضوا في مثل هذه الجماعة أو الرابطة.

To this end, persons nominated by the union or association must submit to the Ministry of Labour and Social Security: (a) a duly certified copy of the record of the constituent assembly, in accordance with the provisions of articles 213 and 214 of the Code; (b) two copies of the union's or the association's statutes, with a certified copy of the record of the meeting or meetings at which they were approved.
