At the end of the twenty-third session, the President emphasized that, as stressed by many delegations, any acts of intimidation or reprisal against individuals and groups who cooperate or have cooperated with the United Nations and its representatives were unacceptable and must end.

3. Decides to convene, within existing resources, at its twenty-first session, a panel discussion under agenda item 5 on the issue of intimidation or reprisal against individuals and groups who cooperate or have cooperated with the United Nations, its representatives and mechanisms in the field of human rights;
3- يقرر أن يعقد في دورته الحادية والعشرين، في حدود الموارد المتاحة، حلقة نقاش في إطار البند 5 من جدول الأعمال بشأن موضوع التخويف أو الانتقام المرتكبيْن في حق الأفراد والجماعات الذين يتعاونون أو تعاونوا مع الأمم المتحدة وممثليها وآلياتها في مجال حقوق الإنسان؛

32. In its decision 18/118, the Council decided to convene, at its twenty-first session, a panel discussion on the issue of intimidation or reprisal against individuals and groups who cooperate or have cooperated with the United Nations, its representatives and mechanisms in the field of human rights, and requested OHCHR to prepare a report on the outcome of the panel discussion in the form of a summary.

4. Pursuant to Human Rights Council decision 18/118, the Council convened a panel discussion on the issue of intimidation or reprisal against individuals and groups who cooperate or have cooperated with the United Nations, its representatives and mechanisms in the field of human rights on 13 September 2012.
4- وعملاً بمقرر مجلس حقوق الإنسان 18/118، عقد المجلس في 13 أيلول/سبتمبر 2012 حلقة نقاش بشأن موضوع التخويف أو الانتقام المرتكبيْن في حق الأفراد والجماعات الذين يتعاونون أو تعاونوا مع الأمم المتحدة وممثليها وآلياتها في مجال حقوق الإنسان.

On 13 September 2012 during the twenty-first session of the Council, the Chairperson had participated in the panel on the issue of intimidation or reprisal against individuals and groups who cooperate or have cooperated with the United Nations, its representatives and mechanisms in the field of human rights.
وكان الرئيس قد شارك في 13 أيلول/سبتمبر 2012، خلال انعقاد دورة المجلس الحادية والعشرين، في حلقة النقاش بشأن مسألة التخويف أو الانتقام المرتكب في حق الأفراد والجماعات الذين يتعاونون أو تعاونوا مع الأمم المتحدة وممثليها وآلياتها في ميدان حقوق الإنسان.

8. Encourages States to address acts of intimidation and reprisal against individuals and groups who cooperate or have cooperated with the United Nations, its representatives and mechanisms in the field of human rights by considering, inter alia, the establishment of a national focal point;
8- يشجِّع الدول على التصدي لأعمال التخويف والانتقام المرتكبة بحق الأفراد والمجموعات الذين يتعاونون أو تعاونوا مع الأمم المتحدة وممثليها وآلياتها في ميدان حقوق الإنسان، وذلك من خلال النظر، في جملة أمور، في إنشاء جهات اتصال وطنية؛

In its decision 18/118, the Council decided to convene, at its twenty-first session, a panel discussion on the issue of intimidation or reprisal against individuals and groups who cooperate or have cooperated with the United Nations, its representatives and mechanisms in the field of human rights.

The present summary was prepared in accordance with Human Rights Council decision 18/118, in which the Council decided to convene, at its twenty-first session, a panel discussion under agenda item 5 on the issue of intimidation or reprisal against individuals and groups who cooperate or have cooperated with the United Nations, its representatives and mechanisms in the field of human rights.

On 13 September 2012, at its twenty-first session, the Human Rights Council, pursuant to Council decision 18/118, held a panel discussion on the issue of intimidation or reprisal against individuals and groups who cooperate or have cooperated with the United Nations, its representatives and mechanisms in the field of human rights.
1- في 13 أيلول/سبتمبر 2012، عقد مجلس حقوق الإنسان، في دورته الحادية والعشرين، عملاً بمقرره 18/118، حلقة نقاش بشأن مسألة التخويف أو الانتقام المرتكب في حق الأفراد والجماعات الذين يتعاونون مع الأمم المتحدة وممثليها وآلياتها في ميدان حقوق الإنسان أو تعاونوا معها.

8. Encourages States to address acts of intimidation and reprisal against individuals and groups who cooperate or have cooperated with the United Nations, its representatives and mechanisms in the field of human rights by considering, inter alia, the establishment of a national focal point;
8- يشجِّع الدول على التصدي لأعمال التخويف والانتقام المرتكبة بحق الأفراد والمجموعات الذين يتعاونون أو تعاونوا مع الأمم المتحدة وممثليها وآلياتها في ميدان حقوق الإنسان، بالنظر في جملة أمور منها إنشاء جهات تنسيق وطنية؛

30. The Council strongly rejects any act of intimidation or reprisal against individuals and groups who cooperate or have cooperated with the United Nations, its representatives and mechanisms in the field of human rights, and urges States to prevent and ensure adequate protection against such acts.
30 - يرفض المجلس بقوة أي فعل يرتكب بهدف التخويف أو الانتقام في حق الأفراد والجماعات الذين يتعاونون أو تعاونوا مع الأمم المتحدة وممثليها وآلياتها في مجال حقوق الإنسان، ويحث الدول على أن تمنع هذه الأفعال وتضمن الحماية المناسبة منها.

UNDP relies on the principles enshrined in the Staff Regulations of the United Nations and Staff Rules to discipline staff who retaliate against those who have reported allegations of wrongdoing or cooperated in investigations.
ويعتمد البرنامج الإنمائي على المبادئ المكرسة في النظامين الأساسي، والإداري لموظفي الأمم المتحدة، لتأديب الموظفين الذين ينتقمون ممن أبلغوا عن ادعاءات بارتكاب أخطاء أو تعاونوا في التحقيقات.

In this sense, protection can only be triggered when staff members experience retaliation because they have reported wrongdoing or cooperated with a duly authorized audit or investigation.
