35. On the basis of all the foregoing, the Lebanese State is bound by the principle " extradite or prosecute " (aut dedere aut judicare) with respect to both Lebanese nationals and any alien or stateless person in Lebanon who has committed criminal acts abroad.

When a foreign national or a stateless person is taken into custody, within 24 hours the body conducting criminal proceeding shall, through diplomatic channels, inform about the place of and the grounds for keeping him or her in custody to the country of citizenship, in case he or she is stateless, to the country of his or her permanent residence, and where necessary, to another country concerned, as well.
وفي حالة وضع مواطن أجنبي أو عديم الجنسية في الحجز، تقوم الهيئة التي تتولى الإجراءات الجنائية في خلال 24 ساعة، وعن طريق القنوات الدبلوماسية، بإبلاغ بلد المواطنة بمكان وأسباب وضعه في الاحتجاز، وإذا كان عديم الجنسية، إبلاغ البلد الذي له فيه إقامة دائمة، وعند اللزوم، إبلاغ أي بلد آخر معني أيضاً.

Article 25 provides, " a foreign or stateless child who has been adopted by a Lao citizen shall be a Lao citizen; a foreign or stateless child who has been adopted by a married couple one spouse of whom is a Lao citizen and the other is a foreign national or a stateless person shall be given Lao nationality with the consent of the adoptive parents " .
وتنص المادة 25 على ما يلي: " الطفل الأجنبي أو عديم الجنسية الذي تبنَّاه أحد مواطني لاو يعتبر من مواطني لاو؛ والطفل الأجنبي أو عديم الجنسية الذي تبنَّاه زوجان أحدهما من مواطني لاو والآخر أجنبي أو عديم الجنسية يحصل على جنسية لاو بموافقة الأبوين. "

It is concerned, however, that, while Iraqi men may transmit their nationality to their children born outside of the State party's territory on the basis of descent to a male national, article 4 of the Act establishes that Iraqi women may transmit their nationality to their children born outside of the State party's territory only if the father is unknown or stateless and subject to the discretion of the Minister of the Interior.
بيد أن اللجنة تشعر بالقلق لأنه، في حين أنه يحق للرجال العراقيين نقل جنسيتهم لأطفالهم الذين يولدون خارج أراضي الدولة الطرف على أساس نسبهم لرجل عراقي، فإن المادة 4 من القانون تنص على أنه لا يحق للنساء العراقيات نقل جنسيتهن لأطفالهن المولودين خارج إقليم الدولة الطرف إلا إذا كان الأب غير معروف أو عديم الجنسية ورهنا بالسلطة التقديرية لوزير الداخلية.
