ويرجى من الأطراف الراغبة في أن تُدرج في المرفق باء أن تودع لدى الأمانة، قبل اعتماد أي تعديل على المرفق باء، وثيقة تدل على هذه الموافقة الخطية صادرة وموقعة من رئيس الدولة أو الحكومة أو وزير الخارجية أو موقَّعة من أي مسؤول آخر لديه تفويض كامل لهذا الغرض صادر عن إحدى السلطات المؤهلة الآنفة الذكر.
