7- يحث الدول على اتخاذ إجراءات حازمة لحظر نشر الأفكار والمواد القائمة على العنصرية وكُره الأجانب والموجّهة ضد أي دين من الأديان أو أتباعه، والتي تُشكّل تحريضاً على الكراهية العنصرية والدينية أو العداوة أو العنف، بما في ذلك عن طريق المؤسسات والمنظمات السياسية؛

9. Urges States to take resolute action to prohibit the dissemination through political institutions and organizations of racist and xenophobic ideas and material aimed at any religion or its followers that constitute incitement to discrimination, hostility or violence;
9- تحث الدول على اتخاذ إجراءات حازمة لحظر القيام، من خلال المؤسسات والمنظمات السياسية، بنشر الأفكار والمواد القائمة على العنصرية وكره الأجانب والموجهة ضد أي دين من الأديان أو أتباعه، والتي تشكل تحريضاً على التمييز أو العداوة أو العنف؛

In resolution 7/19 the Human Rights Council urged States to " take actions to prohibit the dissemination, including through political institutions and organizations, of racist and xenophobic ideas and material aimed at any religion or its followers that constitute incitement to racial and religious hatred, hostility or violence " .
1- حث مجلس حقوق الإنسان الدول في قراره 7/19 على " أن تتخذ، بما في ذلك عن طريق المؤسسات والمنظمات السياسية، إجراءات تمنع نشر الأفكار والمواد القائمة على العنصرية وكره الأجانب والموجهة ضد أي دين من الأديان أو ضدّ أتباعه والتي تشكل تحريضاً على الكراهية العنصرية والدينية أو العداوة أو العنف " .

Thus, paragraphs 8 and 9 of resolution 7/19 urges States " to prohibit the dissemination ... of racist and xenophobic ideas and material aimed at any religion or its followers " , and calls on them to provide " adequate protection against acts of hatred, discrimination, intimidation and coercion resulting from the defamation of any religion " .
وعليه، فإن الفقرتين 8 و9 من القرار 7/19 تحثان الدول على " أن تمنع نشر الأفكار والمواد القائمة على العنصرية وكره الأجانب والموجهة ضد أي دين من الأديان أو ضدّ أتباعه " ، وتدعوان الدول إلى " توفير الحماية الكافية من أفعال الكراهية والتمييز والترهيب والإكراه الناشئة عن تشويه صورة أي دين " .

6. Urges all concerned to take resolute actions, inter-alia, through legislative measures prohibiting the dissemination of racist and xenophobic ideas and material aimed at any religion or Prophet that constitute incitement or discrimination, hostility or violence and to render all acts whatsoever defaming Islam as " offensive acts " and subject to punishment.
6 - يحث جميع الجهات المعنية على اتخاذ إجراءات حاسمة من ضمنها إجراءات تشريعية تحرم بث الأفكار العنصرية والمحرضة على كراهية الأجانب ونشر مواد من هذا القبيل تستهدف أي دين من الأديان أو نبي من الأنبياء على نحو يحرض على التمييز أو العداء أو العنف، واعتبار جميع الأفعال المسيئة للإسلام، كيفما كانت، " أعمالا مسيئة " تستوجب العقاب.

11.
