any body or agency, whether national or international, governmental or non-governmental, that is qualified in matters covered by this Convention and has informed the Secretary-General of the United Nations of its wish to be represented at a meeting of the Conference of the Parties as an observer may be admitted, unless at least one third of the Parties present objects.
ويجوز قبول طلب أي هيئة أو وكالة سواء أكانت وطنية أم دولية، وحكومية أم غير حكومية، تكون مؤهلة لمعالجة مسائل مشمولة بهذه الاتفاقية وتكون قد أبلغت الأمين العام للأمم المتحدة برغبتها في أن تمثل في اجتماع من اجتماعات مؤتمر الأطراف بصفة مراقب، وذلك ما لم يعترض ثلث الأطراف الحاضرين على الأقل.

any body or agency, whether national or international, governmental or nongovernmental, qualified in fields relating to the protection of the ozone layer or climate change which has informed the secretariat of its wish to be represented at a meeting of the Parties as an observer may be admitted unless at least one third of the Parties present object.
ويجوز أن يقبل حضور أي هيئة أو وكالة وطنية أو دولية، حكومية أو غير حكومية، لها الأهلية في الميادين المتصلة بحماية طبقة الأوزون أو بتغير المناخ، وتبدي للأمانة رغبتها في أن تمثل في اجتماع ما للأطراف بصفة مراقب، ما لم يعترض على ذلك ثلث عدد الأطراف الحاضرة على الأقل.

وعلى سبيل المثال، فإن كل وثيقة تقريباً قدمتها حكومة العراق إلى أي هيئة أو وكالة تابعة لﻷمم المتحدة تؤكد " العدوان المستمر " من جانب دول معينة ضد العراق باﻹبقاء على حظر جائر يسبب نقص حاداً في اﻷغذية واﻷدوية للشعب العراقي.

4. Invites any body or agency wishing, pursuant to rule 7 of the rules of procedure, to be represented as an observer at the meetings of the Conference of the Parties to the Basel Convention or, as appropriate, its subsidiary bodies, to submit to the Secretariat the information required in accordance with the revised application form for consideration by the Conference of the Parties at its next ordinary meeting;
4 - يدعو أي هيئة أو وكالة ترغب، عملاً بالمادة 7 من النظام الداخلي، في أن تُمثّل بصفة مراقب في اجتماعات مؤتمر الأطراف في اتفاقية بازل أو هيئاته الفرعية، وفقاً للمقتضى، أن تقدِّم إلى الأمانة المعلومات المطلوبة وفقاً لاستمارة الطلب المنقحة كي ينظر فيها مؤتمر الأطراف في اجتماعه العادي التالي؛

2 - يدعو أي هيئة أو وكالة ترغب في أن تُمثّل كمراقب في اجتماعات مؤتمر الأطراف في اتفاقية روتردام أو هيئاته الفرعية، وفقاً للمقتضى، أن تقدِّم إلى الأمانة المعلومات المطلوبة وفقاً للاستمارة الواردة في مرفق هذا المقرر كي ينظر فيها مؤتمر الأطراف إبان اجتماعه العادي المقبل؛
