The Committee recommends the State party to revise its current procedures and practices in the area of expulsion, refoulement and extradition in order to fulfil its obligations under article 3 of the Convention.

It recommended that Kyrgyzstan ensure the principle of non-refoulement, inter alia, by bringing its current procedures and practices into line with article 3 of the Convention.
وأوصت اللجنة بأن تكفل قيرغيزستان مبدأ عدم الإعادة القسرية بجملة وسائل من بينها جعل إجراءاتها وممارساتها الحالية متفقة مع المادة 3 من الاتفاقية(197).

The State party should take all necessary measures to ensure the principle of non-refoulement, inter alia by bringing its current procedures and practices into line with article 3 of the Convention; and to ensure adequate judicial mechanisms for the review of decisions, sufficient legal defence for persons subject to extradition, and effective post-return monitoring arrangements.
ينبغي أن تتخذ الدولة الطرف جميع التدابير اللازمة لضمان الالتزام بمبدأ عدم الإعادة بطرق منها جعل إجراءاتها وممارساتها الحالية متسقة مع المادة 3 من الاتفاقية، وأن تضمن إنشاء آليات قضائية مناسبة من أجل مراجعة الأحكام وتوفير الدفاع القانوني الكافي للأشخاص المقرر تسليمهم واتخاذ ترتيبات رصد فعالة لمرحلة ما بعد الإعادة.

(c) Revise its current procedures and practices in the area of expulsion, refoulement and extradition and align its interpretation of key concepts of domestic asylum law fully with international refugee law and human rights standards;
(ج) أن تراجع إجراءاتها وممارساتها الحالية المتعلقة بالطرد والإعادة القسرية والتسليم وجعل تفسيرها للمفاهيم الرئيسية لقانون اللجوء المحلي يتمشى بالكامل مع قانون اللجوء الدولي ومعايير حقوق الإنسان؛

(a) To expedite the adoption of the amended Refugee Law and revise its current procedures and practices to bring them into line with international standards, in particular article 3 of the Convention;
