أولها، أن المجتمع الدولي يدين إدانة صريحة جميع أعمال الإرهاب وأساليبه وممارساته باعتبارها أعمالا إجرامية وغير مبررة حيثما ارتكبت وكائنا من كان مرتكبوها لأنها تهدد السلامة الإقليمية للدول وأمنها.
