Statement issued at Asmara on 3 July 1998 by the Ministry of Foreign Affairs of Eritrea
البيان الذي أصدرته وزارة خارجية إرتريا في أسمرة يوم ٣ تموز/يوليه ١٩٩٨

To this end, the Government of Eritrea invites all interested Governments and organizations to visit Eritrea and independently to verify for themselves the situation in which Ethiopians living in Eritrea find themselves.
ولهذه الغاية، تدعو حكومة إرتريا جميع الحكومات والمنظمات المعنية إلى زيارة إرتريا وإلى أن تتحقق بنفسها، وبصورة مستقلة، من الحالة التي يعيش فيها اﻹثيوبيون في إرتريا.

In accordance with our obligations and responsibilities, with our faith in the principles of collective security and the peaceful settlement of disputes and with all the provisions of the Charter of the United Nations, we should like to draw your kind attention to the fact that the State of Eritrea continues with its regrettable attitude of seeking to undermine security and stability in the Sudan.
التزاما بواجبنا ومسؤوليتنا وإيماننا بمبادئ الأمن الجماعي وتسوية الخلافات بالوسائل السلمية وبمجمل ما يفرضه ميثاق الأمم المتحدة، فإننا نرجو أن ننهي إلى كريم علمكم أن دولة إرتريا قد استمرأت نهجها المؤسف لزعزعة الأمن والاستقرار في السودان.

Upon instructions from my Government, I have the honour to transmit to you a statement issued on 3 July 1998 by the Ministry of Foreign Affairs of the State of Eritrea concerning the inhuman treatment by the Ethiopian Government of Eritrean nationals living in Ethiopia (see annex).
بناء على تعليمات من حكومتي، يشرفني أن أحيل إليكم البيان التالي الذي أصدرته وزارة خارجية دولة إرتريا يوم ٣ تموز/يوليه ٨٩٩١ بشأن المعاملة غير اﻹنسانية التي يتعرض لها المواطنون اﻹرتريون المقيمون في إثيوبيا على يدي حكومة إثيوبيا.

the Eritrean Government wishes in particular to bring to the attention of the world the following flagrant human rights violations that are being routinely committed by the Ethiopian Government.
وتود حكومة إرتريا بصفة خاصة أن تسترعي انتباه العالم إلى انتهاكات حقوق اﻹنسان التالية التي ترتكبها حكومة إثيوبيا بشكل روتيني.

14. It is to be noted that the Eritrean Government has, since the beginning of the dispute, scrupulously respected the human rights of Ethiopian citizens living in Eritrea.
١٤ - وتجدر ملاحظة أن الحكومة اﻹرترية منذ بداية النزاع، حرصت بحزم على احترام حقوق اﻹنسان للمواطنين اﻹثيوبيين المقيمين في إرتريا.

2. It has thus become incumbent on the Government of Eritrea to draw the attention of the international community to the plight of most Eritreans living in Ethiopia and the danger posed by these unwarranted and inhuman acts by the Ethiopian Government to stability and security in our region.
٢ - لذلك صار لزاما على حكومة إرتريا أن تسترعي انتباه المجتمع الدولي إلى المحنة التي يتعرض لها معظم اﻹرتريين المقيمين في إثيوبيا وإلى ما تثيره هذه التدابير غير المبررة وغير اﻹنسانية التي أقدمت عليها حكومة إثيوبيا من خطر على استقرار وأمن المنطقة التي نعيش فيها.

13. Finally, the Government of Eritrea is convinced that it is the duty of all States to contribute to the respect, promotion and protection of these essential rights of human beings by raising their voice, and by acting with commitment, when they are systematically subverted by any member of the community of nations.
١٣ - وأخيرا، فإن حكومة إرتريا مقتنعة بأن واجب جميع الدول أن تساهم في احترام وتعزيز وحماية هذه الحقوق اﻷساسية للبشر، بأن ترفع صوتها وبأن تتصرف بمنطق الالتزام عندما تتعرض هذه الحقوق إلى تدمير منتظم من جانب أي عضو في مجتمع الدول.

15. The Government of Eritrea also seizes this opportunity to reaffirm to the international community its firm commitment to the peaceful and legal resolution of the conflict and to the restoration of the amicable and harmonious relations that existed between the people of the two countries prior to the outbreak of hostilities.
١٥ - كما أن حكومة إرتريا تغتنم هذه الفرصة كي تؤكد من جديد للمجتمع الدولي التزامها الثابت بإيجاد حل سلمي وقانوني للنزاع، واستعادة علاقات الود والوئام التي قامت بين شعب البلدين قبيل اندلاع اﻷعمال الحربية. ــ ــ ــ ــ ــ

(f) The programme included a recording of the voice of the President of Eritrea stating that Eritrea's support for the resistance movement that is working to overthrow the Sudanese Government was open-ended: " I would say the sky is the limit " .
)و( تضمن البرنامج المشار إليه تسجيلا بصوت الرئيس اﻹرتري يؤكد فيه أن دعم إرتريا للمعارضة التي تعمل ﻹسقاط الحكومة السودانية ليس له حدود: " I would say the sky is the limit " .

At 0715 hours a number of members of the Eritrean forces and a company from the terrorist forces supported by Eritrea clashed with a Sudanese forces patrol over a period of 45 minutes in the Bab Gulal area seven kilometres north of Gardah.
٢١/٩/٩٦ الساعة ٠٧١٥، اشتبك عدد من أفراد القوات اﻹرترية وبصحبته سرية من القوات اﻹرهابية التي تدعمها إرتريا مع طرف من القوات السودانية لمدة ٤٥ دقيقة في منطقة باب قلل ٧ كلم شمال القرضة.
