4.3 The State party further submits that the communication be found inadmissible for abuse of the right of submission under article 3 of the Optional Protocol.

4.1 In its submission under rule 91 of the rules of procedure, dated 19 January 1995, the State party argues that the communication is inadmissible as an abuse of the right of submission, pursuant to article 3 of the Optional Protocol.
