23. Mr. Takasu (Japan), referring to the Secretary-General’s report (A/53/414), said that human resources management reform in the Secretariat was one of the most important aspects of the reform of the United Nations as a whole.

In its previous comments concerning human resources management reform in the Secretariat, the Advisory Committee recalled that the General Assembly, in its resolution 65/247, had emphasized that a credible, fair and fully functioning performance appraisal system was critical to effective human resources management (A/67/545, para. 23).

216. The Secretary-General draws the attention of the General Assembly to his report on investing in people (A/61/255), in particular to section XIII, regarding the need for further investment in order to successfully carry forward human resources management reform in the Organization.
