Where the procuring entity is not required to operate a closed framework agreement online, the procurement regulations should emphasize the advantages of an online procedure in terms of increased efficiency and transparency (for example, the terms and conditions can be publicized using a hyperlink; a paper-based invitation to the second-stage competition could be unwieldy and user-unfriendly).
