Matters relating to the implementation of the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention

FCCC/SBSTA/2005/L.24/Add.1 Matters relating to the implementation of the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention.

The Conference of the Parties, by its decision 4/CP.7, adopted the framework for meaningful and effective actions to enhance the implementation of Article 4.5 of the Convention contained in the annex to that decision.

The Conference of the Parties (COP), by its decision 4/CP.7, paragraph 1, adopted the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention contained in the annex to the decision (FCCC/CP/2001/13/Add.1).
1- اعتمد مؤتمر الأطراف، بموجب الفقرة 1 من مقرره 4/م أ-7، إطار الإجراءات الهادفة والفعالة لتعزيز تنفيذ الفقرة 5 من المادة 4 من الاتفاقية الوارد في مرفق المقرر (FCCC/CP/2001/13/Add.1).

The purpose of these complementary actions is to enhance the implementation of the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention (referred to hereinafter as the technology transfer framework).
1- يتمثل الغرض من هذه الإجراءات التكميلية في تعزيز تنفيذ إطار الإجراءات الهادفة والفعالة لضمان تنفيذ الفقرة 5 من المادة 4 من الاتفاقية (ويُشار إليه فيما يلي باسم إطار نقل التكنولوجيا).

4. The COP also decided that the TEC shall further implement the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention adopted by decision 4/CP.7 and enhanced by decision 3/CP.13.
4- وقرر مؤتمر الأطراف أيضاً أن تواصل اللجنة تنفيذ إطار الإجراءات الهادفة والفعالة الذي اعتُمد بموجب المقرر 4/م أ-7 وعُزز بموجب المقرر 3/م أ-13 لتعزيز تنفيذ الفقرة 5 من المادة 4 من الاتفاقية().

(g) " Technology needs assessments " means the technology needs assessments conducted under the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention adopted by decision 4/CP.7 and enhanced by decision 3/CP.13;
(ز) يُقصد ب " عمليات تقييم الاحتياجات التكنولوجية " عمليات تقييم الاحتياجات التكنولوجية التي تُجرى ضمن إطار الإجراءات الهادفة والفعالة الذي اعتُمد بموجب المقرر 4/م أ-7 وعُزز بموجب المقرر 3/م أ-13 لتوطيد تنفيذ الفقرة 5 من المادة 4 من الاتفاقية؛

(g) " Technology needs assessments " means the technology needs assessments conducted under the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention adopted by decision 4/CP.7 and enhanced by decision 3/CP.13;
(ز) يُقصد ب " تقييمات الاحتياجات التكنولوجية " عمليات تقييم الاحتياجات التكنولوجية التي تُجرى ضمن إطار الإجراءات الهادفة والفعالة الذي اعتُمد بموجب المقرر 4/م أ-7 وعُزز بموجب المقرر 3/م أ-13 لتوطيد تنفيذ الفقرة 5 من المادة 4 من الاتفاقية؛

Provide further guidance to the secretariat on its support to the work of the EGTT and the Parties in the implementation of the framework for meaningful and effective actions to enhance the implementation of Article 4.5 of the Convention, and for the advancement of technology transfer activities under the Convention.
(ب) تقديم مزيد من التوجيه إلى الأمانة بشأن دعمها لعمل فريق الخبراء المعني بنقل التكنولوجيا والأطراف لتنفيذ إطار الإجراءات الهادفة والفعالة الرامية إلى تعزيز عملية تنفيذ الفقرة 5 من المادة 4 من الاتفاقية والنهوض بأنشطة نقل التكنولوجيا بموجب الاتفاقية.

The mandate for the current programme of work of the EGTT originates from the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention in which the key themes described below are identified (FCCC/CP/2001/13/Add.1, decision 4/CP.7).
11- تستند ولاية برنامج العمل الحالي لفريق الخبراء المعني بنقل التكنولوجيا أساساً إلى إطار الإجراءات الهادفة والفعالة لتعزيز تنفيذ الفقرة 5 من المادة 4 من الاتفاقية، الذي يحدد المواضيع الرئيسية الواردة أدناهFCCC/CP/2001/13/Add.1)، المقرر 4/م أ-7).

Decides to adopt the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention contained in the annex to this decision as part of the outcome of the technology transfer consultative process (decision 4/CP.4) and the Buenos Aires Plan of Action (decision 1/CP.4);
1- يقرر اعتماد إطار الإجراءات الهادفة والفعالة لتعزيز تنفيذ المادة 4-5 من الاتفاقية الوارد في مرفق هذا المقرر كجزء من نتائج العملية الاستشارية لنقل التكنولوجيا (المقرر 4/م أ-4) وخطة عمل بوينس آيريس (المقرر 1/م أ-4)؛

To consult with relevant international organizations, and solicit information on their capabilities and abilities to support certain activities identified in the framework for meaningful and effective actions contained in the annex to this decision, and to report on its findings to the Subsidiary Body for Scientific and Technological Advice at its sixteenth session;
(أ) التشاور مع المنظمات الدولية ذات الصلة بالموضوع والتماس المعلومات المتعلقة بقدراتها وإمكانياتها لدعم بعض الأنشطة المحددة في إطار الإجراءات الهادفة والفعالة الوارد في مرفق هذا المقرر وتقديم تقرير عن استنتاجاتها إلى الهيئة الفرعية للمشورة العلمية والتكنولوجية في دورتها السادسة عشرة؛
