Welcoming the signing in Addis Ababa on 24 February 2013 of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the region ( " the PSC Framework " ) and the nomination of Special Envoy Mary Robinson, and reiterating the need for all signatories to fulfil promptly, fully and in good faith their respective commitments,
وإذ يرحب بالتوقيع في أديس أبابا في 24 شباط/فبراير 2013 على إطار السلام والأمن والتعاون لجمهورية الكونغو الديمقراطية والمنطقة (إطار السلام والأمن والتعاون) وتعيين المبعوثة الخاصة ماري روبنسون، ويعيد تأكيد ضرورة وفاء كافة الموقِّعين بالتزاماتهم فوراً وبالكامل وبحسن نية،

13. Reiterates the importance of implementing the PSC Framework to the achievement of long term stability of eastern DRC and the region;
13 - يكرر تأكيد أهمية تنفيذ إطار السلام والأمن والتعاون لتحقيق الاستقرار الطويل الأجل في شرق جمهورية الكونغو الديمقراطية والمنطقة؛

The Council calls upon the Democratic Republic of the Congo and the countries of the region to implement promptly, fully and in good faith their respective commitments under the PSC Framework.
ويهيب المجلس بجمهورية الكونغو الديمقراطية وبلدان المنطقة الوفاء بالتزاماتها الواردة في إطار السلام والأمن والتعاون على الفور وبالكامل وبحسن نية.

2. Demands that the signatory States of the PSC Framework fully implement their commitments in good faith;

14. Urges all signatory States of the PSC Framework to continue to fully and promptly implement their commitments in good faith;
14 - يحث جميع الدول التي وقعت إطار السلام والأمن والتعاون على أن تواصل الوفاء بالتزاماتها بالكامل وعلى وجه السرعة وبحسن نية؛

The Council encourages the United Nations, the African Union, the International Conference on the Great Lakes Region and the Southern African Development Community and other relevant international and regional organizations to continue to work together, with the sustained engagement and support of the international community, towards the implementation of the PSC Framework.
ويشجع المجلس الأمم المتحدة والاتحاد الأفريقي والمؤتمر الدولي المعني بمنطقة البحيرات الكبرى والجماعة الإنمائية للجنوب الأفريقي والمنظمات الدولية والإقليمية المعنية الأخرى على أن تواصل العمل معا، في ظل التزام ودعم متواصلين من المجتمع الدولي، من أجل تنفيذ إطار السلام والأمن والتعاون.

The Council reaffirms in this context the leading role of the Special Representative of the Secretary-General for the Democratic Republic of the Congo in coordinating support for security sector reform provided by international and bilateral partners and the United Nations system, and his role in assisting the Government to implement its commitments under the PSC Framework.
ويعيد المجلس في هذا السياق تأكيد الدور القيادي الذي يضطلع به الممثل الخاص للأمين العام لجمهورية الكونغو الديمقراطية في تنسيق الدعم المقدم من الشركاء الدوليين والثنائيين ومنظومة الأمم المتحدة من أجل إصلاح قطاع الأمن ودوره في مساعدة الحكومة على الوفاء بالتزاماتها بموجب إطار السلام والأمن والتعاون.

5. Calls upon the Special Representative, in collaboration with the Special Envoy, to support, coordinate and assess the implementation of national commitments under the PSC Framework in the Democratic Republic of the Congo, as set out in annex B to the present resolution;
5 - يهيب بالممثل الخاص المعني بجمهورية الكونغو الديمقراطية القيام، بالتعاون مع المبعوثة الخاصة، بدعم وتنسيق وتقييم الوفاء بالالتزامات الوطنية المنوطة بموجب إطار السلام والأمن والتعاون في جمهورية الكونغو الديمقراطية، على النحو المبين في المرفق باء لهذا القرار؛

The Security Council also welcomes the engagement of the Special Envoy of the Secretary-General for the Great Lakes region and calls on him, in coordination with the Special Representative for the DRC, to continue to lead, coordinate and assess the implementation of the national and regional commitments under the PSC Framework.
ويرحب مجلس الأمن أيضا بمشاركة المبعوث الخاص للأمين العام لمنطقة البحيرات الكبرى ويدعوه إلى أن يواصل، بالتنسيق مع الممثل الخاص للأمين العام المعني بجمهورية الكونغو الديمقراطية، قيادة وتنسيق وتقييم تنفيذ الالتزامات الوطنية والإقليمية بموجب إطار السلام والأمن والتعاون.

In his capacity as Chair, the President has convened one ordinary summit, three mini-summits and a number of ministerial meetings to discuss issues related to the objectives of the Framework.

The Council welcomes the establishment of a national oversight mechanism by President Joseph Kabila of the Democratic Republic of the Congo, as requested by the PSC Framework and resolution 2098 (2013), and calls upon the President of the Democratic Republic of the Congo to ensure transparency and inclusiveness in this mechanism.
ويرحب المجلس بإنشاء رئيس جمهورية الكونغو الديمقراطية جوزيف كابيلا لآلية وطنية للرقابة، على النحو المطلوب في إطار السلام والأمن والتعاون والقرار 2098 (2013)، ويهيب برئيس جمهورية الكونغو الديمقراطية ضمان شفافية هذه الآلية وشمولها للجميع.
