This report is in response to the request of the General Assembly and contains information on the activities undertaken or envisaged by United Nations bodies within the framework of the Third Decade to Combat Racism and Racial Discrimination.
وهذا التقرير مقدم استجابة لطلب الجمعية العامة، ويتضمن معلومات عن اﻷنشطة التي اضطلعت أو تزمع الاضطلاع بها هيئات اﻷمم المتحدة في إطار العقد الثالث لمكافحة العنصرية والتمييز العنصري.

The forthcoming World Conference against Racism would be a necessary corollary to the work carried out by the United Nations in the framework of the Third Decade to Combat Racism and Racial Discrimination.
وسيكون المؤتمر العالمي المقبل ضد العنصرية نتيجة طبيعية لازمة لﻷعمال التي قامت بها اﻷمم المتحدة في إطار العقد الثالث لمحاربة العنصرية والتمييز العنصري.

It is essential that a focal point be established within the Office of the United Nations High Commissioner for Human Rights, which will be responsible for reviewing information concerning activities carried out within the framework of the Third Decade and making specific recommendations on such activities.
ومن اﻷساسي إنشاء جهة تنسيق في مفوضية اﻷمم المتحدة لحقوق اﻹنسان، تكون مسؤولة عن استعراض المعلومات المتعلقة باﻷنشطة المنجزة في إطار العقد الثالث وتقديم توصيات محددة بشأن هذه اﻷنشطة.

The Caribbean Community consequently urged Member States of the United Nations to make sufficient contributions to the Trust Fund to allow for the implementation of the numerous programmes provided for under the Third Decade.
إن الجماعة الكاريبية تحث بالتالي الدول اﻷعضاء في اﻷمم المتحدة على تسديد تبرعات كافية لهذا الصندوق حتى يتسنى تنفيذ العديد من البرامج المقررة في إطار العقد الثالث.

She also noted the establishment by the Office of the High Commissioner for Human Rights of a racism project team as part of its initial efforts to coordinate all activities under the Third Decade to Combat Racism and Racial Discrimination.

The Economic and Social Council had approved the recommendation of the Commission on Human Rights to the General Assembly to consider at its fiftieth session the possibility of convening a world conference against racism, racial and ethnic discrimination, xenophobia and other related contemporary forms of intolerance, within the framework of the Third Decade.

On 8 August 1995, the Committee on the Elimination of Racial Discrimination and the Subcommission on the Prevention of Discrimination and Protection of Minorities held a joint meeting, with the participation of the Special Rapporteur of the Commission on contemporary forms of racism, racial discrimination, xenophobia and related intolerance, for the purpose of reinforcing their action and cooperation in the framework of the Third Decade.
وفي ٨ آب/أغسطس ١٩٩٥، عقدت لجنة القضاء على التمييز العنصري واللجنة الفرعية لمنع التمييز وحماية اﻷقليات اجتماعا مشتركا، شارك فيه المقرر الخاص الذي عينته لجنة حقوق اﻹنسان والمعني باﻷشكال المعاصرة من العنصرية والتمييز العنصري وكراهية اﻷجانب وما يتصل بذلك من تعصب، لغرض تعزيز ما تقوم به من عمل وتعاون في إطار العقد الثالث.

In that connection, his delegation was concerned at the lack of funds to support activities under the Third Decade to Combat Racism and Racial Discrimination and urged the international community to increase its contributions in order to lend impetus to the implementation of the Programme of Action for the Decade before the Conference.
وأعرب في هذا الصدد عن قلق وفد بلده إزاء نقص اﻷموال اللازمة لدعم اﻷنشطة في إطار العقد الثالث لمكافحة العنصرية والتمييز العنصري، وحث المجتمع الدولي على زيادة مساهماته لدفع تنفيذ برنامج عمل العقد إلى اﻷمام قبل انعقاد المؤتمر.

It was therefore a source of concern that the Commission on Human Rights, in its resolution 1996/8, had noted that funds for the implementation of the 1994-1995 biennial programme of action under the Third Decade had not been provided.
ولذلك فإنه من دواعي القلق أن تشير لجنة حقوق اﻹنسان، في قرارها ١٩٩٦/٨، إلى أنه لم يتم بعد توفير اﻷموال اللازمة لتنفيذ برنامج العمل لفترة السنتين ١٩٩٤ - ١٩٩٥ في إطار العقد الثالث.

The addendum to the report (E/CN.4/2003/19/Add.1) summarized the last activity held under the Third Decade in February 2003, the workshop, convened jointly by OHCHR and the United Nations Educational, Scientific and Cultural Organization, to develop a publication to combat racism and foster tolerance. * A/58/50/Rev.1 and Corr.1
وفي إضافة لذلك التقرير (E/CN.4/2003/19/Add.1)، أُوجز آخر نشاط مضطلع به في إطار العقد الثالث في شباط/فبراير 2003، وهو حلقة عمل عقدتها بصورة مشتركة المفوضية السامية لحقوق الإنسان ومنظمة الأمم المتحدة للتربية والعلم والثقافة (اليونسكو) لوضع منشور لمكافحة العنصرية والتمييز العنصري.
