The main issues related to framework agreements, chapter I of the draft revised Model Law and proposals for negotiated procurement under chapter IV. In all cases the Working Group had considered proposals for amendments, presented its commentary and given instructions to the Secretariat for revision of the text.

60. In the view of the delegation of Algeria, it was essential to create a legal regime applicable to peacekeeping operations under chapter IV of the United Nations Charter, and it consequently endorsed the Russian Federation's document on fundamental elements of the legal principles applicable to such peacekeeping operations, considering that the Special Committee should examine the legal aspects of such operations.

(b) Open tendering was engaged in but no tenders were presented or the procurement was cancelled by the procuring entity pursuant to paragraph 1 of article 19 of this Law and where, in the judgement of the procuring entity, engaging in new open-tendering proceedings or a procurement method under chapter IV of this Law would be unlikely to result in a procurement contract.
(ب) تكون قد أُجريت مناقصة مفتوحة ولكنْ لم تُقدَّم أيُّ عطاءات أو تكون الجهة المشترية قد ألغت عملية الاشتراء وفقاً للفقرة 1 من المادة 19 من هذا القانون، وعندما ترى الجهة المشترية أنَّ الدخول في إجراءات مناقصة مفتوحة جديدة، أو استخدام إحدى طرائق الاشتراء المندرجة في إطار الفصل الرابع من هذا القانون، لا يُرجّح أن يؤدي إلى إبرام عقد اشتراء.

In this regard, one way of addressing common technical assistance needs might be by holding regional workshops that offer legal advice (mainly relevant for chapter III), and capacity-building workshops with respect to the implementation of international cooperation measures under chapter IV. These workshops would ideally lead into the development of individual action plans for implementation by attending States parties.
