1- يقرر أن ثمة احتياجاً إلى إطار عمل استراتيجي جديد لتنفيذ اتفاقية بازل لفترة عشر سنوات بحيث تنهض اتفاقية بازل بالإدارة السليمة بيئياًّ للنفايات وتقوم بدور حاسم في إبراز الصلات بين إدارة النفايات وإنجاز الأهداف الإنمائية للألفية، وصحة البشر ومصادر رزقهم؛

(b) Views on a new strategic framework for the implementation of the Convention, in particular with regard to potential elements of the framework, including indicators of achievement and performance, and also the respective roles of the Secretariat, the regional and coordinating centres and other partners in its future implementation.
