Article 10 of the Declaration states that indigenous peoples " shall not be forcibly removed from their lands or territories " and prohibits relocation without the free, prior and informed consent of the peoples concerned, agreement on compensation and, where possible, the option of return.

In his report on that subject (A/48/425), the Secretary-General pointed out that, at its forty-ninth session, the Commission had considered a number of country situations which involved questions relating to the organization and holding of elections, and that a number of resolutions had been adopted to guarantee the free expression of the electoral will of peoples and ensure respect for national sovereignty and non-interference.
وفي تقريره عن هذه المسألة )A/48/425( أكد اﻷمين العام أن اللجنة قد نظرت في دورتها التاسعة واﻷربعين في الوضع في بعض البلدان الذي يثير تساؤلات حول تنظيم وسير الانتخابات كما اتخذت العديد من القرارات لضمان حرية إعراب الشعوب عن رأيها في الانتخابات وكفالة احترام السيادة الوطنية وعدم التدخل.
