Among the requirements of article 6, paragraph 2, is that capital punishment be imposed only for the most serious crimes, in circumstances not contrary to the Covenant and other instruments, and that it be carried out pursuant to a final judgment rendered by a competent court.
ومن بين متطلبات الفقرة ٢ من المادة ٦ عدم فرض عقوبة اﻹعدام إلا على أشد الجرائم خطورة في ظروف لا تتناقض مع العهد وغيره من الصكوك، وأن يتم تنفيذها طبقا لحكم نهائي صادر من محكمة مختصة.

" (f) To ensure that capital punishment will not be imposed for crimes other than the most serious and will not be pronounced in disregard of the obligations assumed under the International Covenant on Civil and Political Rights, and to bear in mind the provisions of the safeguards guaranteeing the protection of the rights of those facing the death penalty;
" (و) ضمان عدم توقيع عقوبة الإعدام إلا على أشد الجرائم خطورةً، وضمان عدم إصدار الحكم بالإعدام دون مراعاة الالتزامات المعقودة بموجب العهد الدولي الخاص بالحقوق المدنية والسياسية والأخذ بعين الاعتبار للأحكام المنصوص عليها في ضمانات الأمم المتحدة لحماية حقوق الأشخاص المحكوم عليهم بالإعدام؛

11. Also calls upon the Government of the Islamic Republic of Iran to ensure that capital punishment will not be imposed for other than the most serious crimes, for apostasy, or otherwise in disregard of the provisions of the International Covenant on Civil and Political Rights2 and United Nations safeguards, and to provide the Special Representative with relevant statistics on this matter;
١١ - تهيب أيضا بحكومة جمهورية إيران اﻹسلامية أن تكفل عدم فرض عقوبة اﻹعدام إلا على أشد الجرائم خطورة، وليس على الردة أو غير ذلك، على نحو يمثل تجاهلا ﻷحكام العهد الدولي الخاص بالحقوق المدنية والسياسية)٢( وضمانات اﻷمم المتحدة، وأن تزود الممثل الخاص باﻹحصائيات ذات الصلة بهذه المسألة؛

(b) To put an end to all summary and arbitrary executions and to ensure that capital punishment will not be imposed for crimes other than the most serious and will not be pronounced in disregard of the obligations assumed under the International Covenant on Civil and Political Rights and the provisions of United Nations safeguards;

422. Article 6, paragraph 2, provides that a sentence of death may be imposed only for the most serious crimes and if not contrary to the provisions of the Covenant.

However, the Supreme Court had ruled that capital punishment was a legitimate limitation on the right to life, pursuant to article 6 of the Covenant, provided it was used only for the most serious offences.

A. Use only for the most serious crimes 32. In countries that have not abolished the death penalty, capital punishment may be imposed only for the most serious crimes, it being understood that their scope should not go beyond intentional crimes with lethal or other extremely grave consequences.
32 - في البلدان التي لم تلغ عقوبة الإعدام، لا يجوز أن تفرض عقوبة الإعدام إلا على أشد الجرائم خطورة، على أن يكون مفهوما أن نطاقها ينبغي ألا يتعدى الجرائم المتعمدة التي تسفر عن عواقب مميتة أو غير ذلك من العواقب البالغة الخطورة.

5. The first condition that must be met is that sentence of death may be imposed only for the most serious crimes in accordance with the law in force at the time of the commission of the offence.
5- أما الشرط الأول الذي يجب الوفاء به فهو أن الحكم بالإعدام لا يجوز فرضه إلا على أشد الجرائم خطورة وفقاً للقانون النافذ وقت ارتكاب الجريمة.

She agreed with her colleagues' comments concerning the reintroduction of the death penalty, and found it difficult to tell from the report whether that penalty was imposed only for the most serious crimes, in accordance with article 6 of the Covenant.

However, there was a difference between the possibility of passing a sentence of capital punishment for the most serious crimes and the application of the penalty, and the Covenant admitted the possibility of pronouncing capital punishment only for the " most serious crimes " .
