In order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanism to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country Parties, is hereby established.

A Global Mechanism to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country Parties, is hereby established.

In order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanism (GM) was established under the Convention to promote actions leading to the mobilization and channelling of substantial financial resources to affected developing country Parties (Article 21, paragraph 4).

2. Article 21 of the United Nations Convention to Combat Desertification (UNCCD) mandates the GM to " promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology ... to affected developing country Parties " .

According to its mandate as contained in article 21, paragraph 4, of the Convention, the GM is to, inter alia, " ...promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology ... to affected developing country Parties " .
