Humanitarian conditions and access to civilians in need of assistance have been severely undermined by recent hostilities between Government and JEM-Khalil Ibrahim forces in Western Darfur and the continued build-up of their forces in the area.
إذ تعرضت الأحوال الإنسانية وإمكانية الوصول إلى المدنيين الذين يحتاجون إلى المساعدة إلى عراقيل شديدة نتيجة لأعمال القتال الأخيرة بين الحكومة وقوات حركة العدل والمساواة/جناح خليل إبراهيم في غرب دارفور ومواصلة تعزيز قواتهما في المنطقة.

(d) To protect and facilitate the work of United Nations personnel, humanitarian relief workers and representatives of non-governmental organizations and of the international media, and to guarantee all persons involved in humanitarian action, freedom of movement throughout the country and safe and unhindered access to civilians in need of protection and humanitarian assistance;
(د) حماية موظفي الأمم المتحدة، والعاملين في مجال الإغاثة الإنسانية، وممثلي المنظمات غير الحكومية، وممثلي وسائط الإعلام الدولية وتيسير عملهم، وضمان حرية الحركة والتنقل لجميع المشاركين في العمل الإنساني وضمان وصولهم بأمان ودون عوائق إلى المدنيين الذين يحتاجون إلى الحماية والمساعدة الإنسانية؛

(e) To protect and facilitate the work of United Nations personnel, humanitarian relief workers and representatives of nongovernmental organizations and of the international media, and to guarantee all persons involved in humanitarian action freedom of movement throughout the country and safe and unhindered access to civilians in need of protection and humanitarian assistance;

HRW recommended that the Government invite independent and impartial humanitarian agencies seeking to provide assistance to assess humanitarian needs and facilitate their unhindered access to civilians in need.
