Background: The CMP, by decision 1/CMP.8, paragraph 16, requested the SBI to consider modalities for expediting the establishment of the eligibility of Parties for participation in the Kyoto Protocol flexible mechanisms whose eligibility has not yet been established in the first commitment period.

The SBSTA advised the SBI to consider guidelines for such a technical review process at its eleventh session, with a view to a decision on such guidelines being adopted by the COP at its fifth session.
