[4. Promote actions leading to the mobilization and channelling of financial resources to all levels

In addition, the Government's proposed poverty reduction strategy sought to mobilize and channel internal and external resources into poverty reduction by creating synergies between national and sectoral policies.

The Global Mechanism has promoted some actions leading to the mobilization and channelling of financial and technical resources for the implementation of the Convention in a number of countries of the region.
175- وقد عزَّزت الآلية العالمية بعض الإجراءات المؤدية إلى تعبئة وتوجيه الموارد المالية والتقنية لتنفيذ الاتفاقية في عدد من بلدان المنطقة.

(a) Promote actions leading to the mobilization and channelling of financial resources to all levels in accordance with the provisions of the Convention by:
)أ( النهوض باﻹجراءات التي تؤدي إلى تعبئة وتوجيه الموارد المالية على كافة المستويات وفقا ﻷحكام الاتفاقية، وذلك بالقيام بما يلي:

1. As per article 21.4 of the Convention, " in order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanisms (GM) is to be established to promote actions leading to the mobilization and channelling of substantial financial resources.... "
١- يرد في الفقرة ١٢-٤ من الاتفاقية أنه " بغية زيادة فعالية وكفاءة اﻵليات المالية القائمة، تنشأ بموجب هذا " آلية عالمية " للنهوض بالاجراءات التي تؤدي إلى تعبئة وتوجيه موارد مالية كبيرة ... "

(v) Pursuant to article 21, paragraph 4, of the Convention, the basic objective of the GM is to “increase the effectiveness and efficiency of existing financial mechanisms.” To do this, it will generally “promote actions leading to the mobilization and channelling of substantial financial resources” through existing mechanisms.

4. ٤ - بغية زيادة فعالية وكفاءة اﻵليات المالية القائمة، تُنشأ بموجب هذا " آلية عالمية " للنهوض بالاجراءات التي تؤدي إلى تعبئة وتوجيه موارد مالية كبيرة، بما في ذلك نقل التكنولوجيا، كمنح و/أو بشروط تساهلية أو غير ذلك من الشروط، إلى اﻷطراف من البلدان النامية المتأثرة.

4. 9. Accordingly, decision 24/COP.1 defined the functions of the GM, reiterating the GM's mission to promote actions leading to the mobilization and channelling of substantial financial resources in order to increase the efficiency and effectiveness of existing financial mechanisms.

The Global Mechanism (GM) was established by the United Nations Convention to Combat Desertification (UNCCD) in order to increase the effectiveness and efficiency of existing financial mechanisms and to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis and/or on concessional or other terms.

13. By Article 21 (4) the Convention established a Global Mechanism in order to increase the effectiveness and efficiency of existing financial mechanisms, and towards this end to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country.

The Conference of the Parties would need to consider arrangements for the Global Mechanism in the context of approaches and policies to mobilize and channel substantial financial resources to affected developing countries in implementing the Convention.
٤٢- وسيحتاج مؤتمر اﻷطراف إلى النظر في الترتيبات المتعلقة باﻵلية العالمية في سياق نُهُج وسياسات ترمي إلى تعبئة وتوجيه موارد مالية كبيرة إلى البلدان النامية المتأثرة عند تنفيذ الاتفاقية.
