In September 2003, the High Commissioner announced a two-pronged approach to finding solutions to the situation of displacement in the northern Caucasus; however, implementation of this strategy has been hampered by insecurity and intermittent violence in the region, which has now spilled over into Ingushetia.

60. In August 2002, the Representative received an invitation to visit the Russian Federation, including the Republics of Ingushetia and Chechnya, in response to his request of 22 March 2000 to undertake a second official mission to the country (he visited the capital in 1992).

(d) Fourth, the Government of the Russian Federation and the Governments of Ingushetia and Chechnya, with the support of humanitarian actors if required, should provide adequate resources to assist IDPs in accessing better temporary shelter in areas of displacement outside Chechnya and in reconstructing destroyed or damaged properties inside Chechnya when security conditions permit;

(f) Sixth, the Government of Ingushetia, with adequate assistance from other actors, should provide humanitarian assistance to the Ingush IDPs from North Ossetia, whose conditions are no less compelling than those of Chechen IDPs, and concerted efforts should be made to identify durable solutions for all.
(و) سادساً، ينبغي لحكومة إنغوشيا أن تقوم، بمساعدة ملائمة من غيرها من الجهات الفاعلة، بتقديم المساعدة الإنسانية للمشردين داخلياً من الإنغوش من شمال أوسيتيا الذين يعيشون في ظل أوضاع ليست أقل حدة من تلك التي يعيشها المشردون داخلياً من الشيشان، وينبغي بذل جهود متضافرة من أجل التوصل إلى حلول دائمة بالنسبة لجميع هؤلاء المشردين.

248. In May 2001 the lowest coefficient of average monthly income in relation to the national average (38.2) was that of the Ingush Republic (south federal region).
