(أ) الخطوات المتخذة التماساً لتسوية المسألة وفقاً للفقرتين 1(أ) و(ب) من المادة 21 من الاتفاقية، بما في ذلك نص البلاغ الأول ونص أية إيضاحات أو بيانات خطية لاحقة مقدمة من الدول الأطراف المعنية تكون وثيقة الصلة بالأمر؛
