It was also said that parties to the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and Management of Hazardous Wastes within Africa were bound by a decision of the Conference of the Parties to that convention providing that untested and non-functional electronic equipment constituted waste.

132. The 1989 Basel Convention marks a step forward in the assumption of responsibility for the problem, although it was considered inadequate by many countries, particularly those in Africa which drew up the Bamako Convention on the Banning of the Import into Africa and the Control of the Transboundary Movement of Hazardous Wastes within Africa, adopted on 29 January 1991.

The representative of Switzerland said that his Government would be willing to support the request by the parties to the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and Management of Hazardous Wastes within Africa (Bamako Convention) that UNEP provide secretariat services to that convention.
وقال ممثل سويسرا إن حكومته ستكون مستعدة لدعم الطلب الذي تقدمت به الأطراف في اتفاقية باماكو بشأن حظر استيراد النفايات الخطرة إلى أفريقيا والتحكم في انتقالها وإدارتها عبر الحدود داخل أفريقيا (اتفاقية باماكو)، التي يتولى برنامج الأمم المتحدة للبيئة تقديم خدمات الأمانة الخاصة بها.
