The view was expressed that, in order to strengthen the legal framework for global space activities, States should commit themselves to adhering to the existing outer space treaties instead of discussing a universal, comprehensive convention on outer space.

137- وأعرب عن رأي مفاده أن صوغ اتفاقية شاملة عالمية النطاق بشأن الفضاء الخارجي ينبغي أن يشمل إدراج أحكام ترمي إلى منع تسليح الفضاء الخارجي وإضفاء طابع عسكري عليه.

The view was expressed that the consideration of a universal comprehensive convention with regard to outer space would hinder the work of the Legal Subcommittee and would create uncertainty on the status and validity of the existing outer space treaties and principles.
139- وأبدي رأي مفاده أن النظر في اتفاقية شاملة عالمية النطاق بشأن الفضاء الخارجي سيعرقل عمل اللجنة الفرعية القانونية وسيُحدث عدم يقين بشأن حالة وصلاحية المعاهدات والمبادئ القائمة بشأن الفضاء الخارجي.

The view was expressed that it was desirable to develop a universal comprehensive convention on international space law and that a proposal that could lead to such a convention, submitted by China, Colombia and the Russian Federation (A/AC.105/ C.2/L.226), should be pursued.

Those delegations expressed the view that a universal comprehensive convention should be developed in a balanced manner with the aim of finding solutions for existing issues, giving legal binding status to the principles on outer space and supplementing provisions of the existing United Nations treaties on outer space.
وأعربت تلك الوفود عن رأي مفاده أن صوغ اتفاقية شاملة عالمية النطاق ينبغي أن يتم على نحو متوازن مع الهدف المتمثل في العثور على حلول للمسائل الراهنة وإضفاء طابع قانوني ملزم على المبادئ المتعلقة بالفضاء الخارجي وإضافة أحكام تكمّل الأحكام الواردة في معاهدات الأمم المتحدة الراهنة المتعلقة بالفضاء الخارجي.

Some delegations expressed the view that the appropriateness and desirability of drafting a universal comprehensive convention on international space law should be considered by the Legal Subcommittee under a sub-item of the agenda item entitled " Status and application of the five United Nations treaties on outer space " , as proposed in a working paper submitted by China, Greece and the Russian Federation (A/AC.105/C.2/L.236).
132- وأعربت بعض الوفود عن رأي مفاده أن اللجنة الفرعية القانونية ينبغي أن تنظر في مدى ملاءمة واستصواب وضع اتفاقية شاملة عالمية النطاق بشأن قانون الفضاء الدولي، كبند فرعي من بند جدول الأعمال المعنون " حالة معاهدات الأمم المتحدة الخمس المتعلقة بالفضاء الخارجي وتطبيقها " ، كما هو مقترح في ورقة عمل مقدمة مـن الاتحـاد الروسي والصين واليونان (A/AC.105/C.2/L.236).

That delegation was also of the view that it would be appropriate for the Legal Subcommittee to discuss the desirability and feasibility of drafting a universal comprehensive convention on space law and that an ad hoc informal open-ended working group should be convened for that purpose, as had been previously proposed in a working paper submitted by China, Colombia and the Russian Federation (A/AC.105/C.2/L.226).
كما رأى الوفد الذي أبدى ذلك الرأي أنه سيكون من الملائم أن تناقش اللجنة الفرعية القانونية مدى استصواب وجدوى صوغ اتفاقية شاملة عالمية لقانون الفضاء، وأنه ينبغي تشكيل فريق عامل غير رسمي مفتوح العضوية لذلك الغرض، كما اقترح سابقا في ورقة العمل المقدمة من الاتحاد الروسي والصين وكولومبيا (A/AC.105/C.2/L.226).
