26. The States parties reaffirm that the Safeguards Agreement of the Democratic People's Republic of Korea with IAEA remains binding and in force, and should be fully implemented without delay.

7. On 30 March 1993, the Director General reported to the Board of Governors on the implementation of the Safeguards Agreement between the Democratic People's Republic of Korea and the Agency.

In a letter of 4 July, and in subsequent notifications of inspections, the Agency requested access to four facilities to carry out inspection activities required by the Safeguards Agreement of the Democratic People's Republic of Korea with the Agency and accepted by the Democratic People's Republic of Korea on 15 February.

5. The consideration of the Agreed Framework reached between the United States and the Democratic People's Republic of Korea shows that the Security Council continues to share the Agency's view that the Safeguards Agreement between IAEA and the Democratic People's Republic of Korea is valid and that the Agency must continue to implement it to the best of its ability.
٥ - وبالنظر إلى اﻹطار المتفق عليه، الذي تم التوصل إليه بين الولايات المتحدة وجمهورية كوريا الشعبية الديمقراطية يتضح أن مجلس اﻷمن ما زال يشاطر رأي الوكالة بأن اتفاق الضمانات المعقود بين الوكالة وجمهورية كوريا الشعبية الديمقراطية ما زال نافذا ويجب على الوكالة أن تواصل تنفيذه ببذل كل ما في وسعها.

In its resolution of 18 March 1993, adopted without a vote, the Board has expressed, inter alia, " its full confidence in the Director General and the Secretariat and its support for the actions they have taken to implement the Safeguards Agreement with the DPRK in an impartial and objective manner " .

The international community had repeatedly expressed the view, at meetings of the International Atomic Energy Agency (IAEA) and the United Nations, that the Safeguards Agreement between the Democratic People's Republic of Korea and IAEA was still in force despite the Democratic People's Republic of Korea's withdrawal from IAEA, and that the State was obliged to fulfil its obligations under that agreement.

I have the honour to convey the attached communication, dated 4 February 2006, which I received today from the International Atomic Energy Agency (IAEA) regarding the implementation of the Safeguards Agreement between the Islamic Republic of Iran and IAEA (see annex).

On 11 June 1993, during the scheduled meeting of the Board of Governors, the Director General informed the Board of his efforts to implement the Safeguards Agreement with the Democratic People's Republic of Korea and noted that " the secretariat is naturally ready, at any time, to resume consultation with the Democratic People's Republic of Korea with a view to resolving the outstanding issues and to continue safeguards " .
٢٢ - وقام المدير العام في ١١ حزيران/يونيه ١٩٩٣، خلال اجتماع مجلس المحافظين، بإطلاع المجلــس على الجهود التي بذلها لتنفيذ اتفاق الضمانات المعقود مع جمهورية كوريا الشعبية الديمقراطية، وأشار إلى أن اﻷمانة مستعدة بالطبع، في أي وقت، لاستئناف المشاورات مع جمهورية كوريا الشعبية الديمقراطية بهدف حل المسائل المعلقة ومواصلة الضمانات.

The Agency's letter of 12 August reminded Director Choi that the inspection activities requested were designed to maintain the continuity of knowledge, as required by the Safeguards Agreement of the Democratic People's Republic of Korea, at the declared nuclear facilities in the Democratic People's Republic of Korea and had been included in the list of activities accepted by the Democratic People's Republic of Korea on 15 February 1994.
وقد ذكﱠرت رسالة الوكالة المؤرخة في ١٢ آب/أغسطس المدير شوي بأن اﻷنشطة التفتيشية المطلوبة تهدف إلى الحفاظ على استمرارية المعلومات، حسبما يقضي اتفاق الضمانات المعقود مع جمهورية كوريا الشعبية الديمقراطية، في المرافق النووية المعلنة في هذا البلد؛ وبأن هذه اﻷنشطة قد وردت ضمن قائمة اﻷنشطة التي وافقت عليها جمهورية كوريا الشعبية الديمقراطية في ١٥ شباط/فبراير ١٩٩٤.

As requested in the statement by the President of the Security Council of 29 March 2006 (S/PRST/2006/15), I enclose herewith my report on the process of Iranian compliance with the steps required by the Board of Governors of the International Atomic Energy Agency in connection with the implementation of the Safeguards Agreement of the Treaty on the Non-Proliferation of Nuclear Weapons in the Islamic Republic of Iran (see enclosure).
