10- وبالإضافة إلى ذلك، شاركت أربع دولٍ كانت قد وقعت على الاتفاقية ولكن لم تصدق عليها بعد في اجتماع الدول الأطراف دون المشاركة في عملية صنع القرارات، وفقاً لما تنص عليه الفقرة 1 من المادة 44 من النظام الداخلي، وهي: مدغشقر، ومصر، وميانمار، وهايتي.

In addition, six states that had signed the Convention but had not yet ratified it participated in the Meeting of States Parties without taking part in the making of decisions, as provided for in rule 44, paragraph 1, of the rules of procedure: Côte d'Ivoire, Egypt, Madagascar, Myanmar, Nepal, and United Arab Emirates.
