17. States participating in the Meeting of HONLEA, Africa, should encourage law enforcement agencies from primary source countries in other regions to participate as observers in meetings of HONLEA, Africa, and similar regional events and to share experience and recommendations with a view to strengthening direct operational cooperation.
17- ينبغي للدول المشاركة في اجتماع هونليا في أفريقيا أن تشجّع أجهزة إنفاذ القانون في بلدان المنشأ الرئيسية في المناطق الأخرى على المشاركة بصفة مراقب في اجتماعات هونليا في أفريقيا وفي الأنشطة الإقليمية المشابهة، وعلى تبادل الخبرات والتوصيات بغية تعزيز التعاون العملياتي المباشر.

At the Meeting of HONLEA, Africa, speakers emphasized the lack of support and action by donor countries and organizations with regard to the problem of cannabis and appealed for the establishment of alternative development cooperation programmes targeting illicit cannabis plant cultivation.
وفي اجتماع هونليا أفريقيا، شدّد المتكلمون على نقص الدعم والإجراءات من جانب البلدان والمنظمات المانحة فيما يتعلق بمشكلة القنّب ودعوا إلى إنشاء برامج تعاونية للتنمية البديلة تستهدف الزراعة غير المشروعة لنبتة القنّب.

18. States participating in the Meeting of HONLEA, Africa, should increase their collaboration with countries of origin and destination, with the support of the United Nations Office on Drugs and Crime (UNODC) and other relevant international organizations, in order to respond effectively to the threat posed by the transit through their territories of illicit drugs.
18- ينبغي للدول المشاركة في اجتماع هونليا في أفريقيا أن تزيد تعاونها مع بلدان المنشأ وبلدان المقصد، بدعم من مكتب الأمم المتحدة المعني بالمخدرات والجريمة وغيره من المنظمات الدولية ذات الصلة، بغية التصدي بفعالية للتهديدات التي يثيرها استخدام أقاليمها للعبور بالمخدرات غير المشروعة.

One example given by a respondent was the signing of a bilateral agreement on addressing drug trafficking, subsequent to discussions held by two countries at the Nineteenth Meeting of HONLEA.
