6.6 Having reached that conclusion, the Committee decides not to address the author's allegations under article 10 of the Covenant.

6.2 The Committee notes the author's allegations under article 7 that from 23 to 25 April 2002, he was ill-treated in the premises of the national intelligence service in Lubumbashi by officials who accused him of being a spy.

In the light of the above and given that the author's allegations under article 6 are based exclusively on his claims under article 14, none of which the Committee considers sufficiently substantiated for the purposes of admissibility, this part of the communication is therefore also inadmissible under article 2 of the Optional Protocol.
