Question: Were you entrusted with your mission to Eritrea while you were at the head office of Prison Security?
س - هل التكليف الى الذهاب الى ارتريا بلغك وأنت في إدارة أمن المعتقلات؟

Answer: Before I took over as head of the Prison Service, I was told that I had a mission and that I would be going to Eritrea.
ج - قبل أن أمسك إدارة المعتقلات، قال لي هناك مهمة لك، وستذهب الى ارتريا.

When I got there, I received the instructions to go to Eritrea with a group of 34 people (35 in all, including me). Our mission would be to infiltrate the opposition forces, and my duty was to apply the science I had learned.
وهناك أخذت منه التعليمات بالذهاب الى ارتريا مع مجموعة من ٣٤ فرد وأنا الخامس والثلاثين، ومهمتها هي اختراق قوات المعارضة، وأنت مهمتك العلوم التي تلقيتها، فقلت له، خير ما في مشكلة.

On the basis of this outcome in favour of independence, announced by the head of the independent Referendum Commission on 27 April 1993, the Provisional Government of Eritrea declared Eritrea to be an independent and sovereign State on the same day.
وعلى أساس هذه النتيجة التي تمت لصالح الاستقلال، والتي أعلنها في ٧٢ نيسان/ابريل ٣٩٩١ رئيس لجنة الاستفتاء المستقلة، أعلنت الحكومة الارترية المؤقتة في اليوم نفسه ارتريا دولة مستقلة ذات سيادة.

Eritrea accepts the obligations under the Charter of the United Nations and is prepared to carry out these obligations, and, on the basis of the articles of the Charter of the United Nations concerning admission, which I believe Eritrea fulfils, I should like, on behalf of the State of Eritrea, to apply for the country's full and immediate membership to the United Nations, the world community of States.
وارتريا تقبل التزاماتها بموجب ميثاق اﻷمم المتحدة وهي مستعدة للوفاء بتلك الالتزامات، وأود، على أساس مواد ميثاق اﻷمم المتحدة المتعلقة بالقبول والتي أعتقد أن ارتريا تفي بشروطها، باسم دولة ارتريا، أن أطلب إنضمام البلد فورا وبشكل كامل إلى عضوية اﻷمم المتحدة ومجتمع الدول العالمي.

Answer: I used to make 35 copies of each report in order to give a copy to each of the 34 members of the group. Some of its members used to undertake missions inside Eritrea. Lectures were given assessing the situation in Eritrea and Ethiopia. Then we divided the spending money, and they were given three days' leave.
ج - كنت أنسخ كل تحقيق الى ٣٥ عددا، بحيث أعطي كل واحد من مجموعة اﻟ ٣٤ من اﻷفراد كانوا يقومون بأمورية للدخول للبلد دي، وكان تجري محاضرات تقويم اﻷوضاع في كل من ارتريا وإثيوبيا، ثم قمنا بصرف النثرية، وسرحوا لمدة ثلاثة أيام عادوا بعدها.

Prior experience in Angola, Eritrea, Haiti and Nicaragua has shown that United Nations observation requires wide geographical and chronological coverage in order to monitor the conformity of electoral practice to patterns implicit in free and fair elections.
٤١ - وقد تبين من التجارب السابقة في ارتريا وأنغولا ونيكاراغوا وهايتي أن عمليات المراقبة التي تضطلع بها اﻷمم المتحدة تتطلب القيام بتغطية جغرافية وزمنية واسعة النطاق من أجل رصد مدى توافق الممارسة الانتخابية مع اﻷنماط التي تتسم بها الانتخابات الحرة النزيهة.

In accordance with rule 135 of the rules of procedure of the General Assembly and rule 59 of the provisional rules of procedure of the Security Council, the Secretary-General has the honour to circulate herewith the application of Eritrea for admission to membership in the United Nations, contained in a letter from the Secretary-General of the Provisional Government of Eritrea received by the Secretary-General on 12 May 1993.

Answer: Luqman told me that he had been in Saudi Arabia and was forcibly repatriated from there to the Sudan. He once tried to return to Saudi Arabia because he had left some goods of his there. When his attempt to go to Saudi Arabia from the Sudan failed, he went to Eritrea where he was recruited by opposition groups and he joined their ranks.
ج - قال لقمان إنه كان بالسعودية، وأخرج بصورة تعسفية من هناك الى السودان، وحاول العودة مرة أخرى الى السعودية ﻷنه ترك بضائعه، وبعد فشلت محاولته للذهاب الى السعودية عبر السودان، أتى الى ارتريا حيث استقطبته فصائل المعارضة، والتحق بصفوفها، ونال التدريب في ساوا، وعمل بعد ذلك في الاستطلاع، وانتهز فرصة وجوده في مهمة استطلاع وهرب.

As you are aware, the Eritrean referendum on independence held from 23 to 25 April 1993 resulted in a resounding " yes " to independence by 99.8 per cent of the voters in a turnout of 98.5 per cent.
كما تعلمون، أسفر الاستفتاء بشأن استقلال ارتريا الذي أجري في الفترة من ٣٢ إلى ٥٢ نيسان/ابريل ٣٩٩١ عن " تصويت إيجابي " مدوٍ لصالح الاستقلال بأغلبية ٨,٩٩ في المائة وشارك فيه ٩٨,٥ في المائة من الناخبين.
