My first duty this morning is to lay before you the report of the Canberra Commission on the elimination of nuclear weapons.
إن واجبي اﻷول صباح هذا اليوم هو أن أعرض عليكم تقرير لجنة كانبيرا بشأن ازالة اﻷسلحة النووية.

4. Process of nuclear disarmament in the framework of international peace and security, with the objective of the elimination of nuclear weapons.
٤ - عملية نزع السلاح النووي في اطار السلم واﻷمن الدوليين بهدف ازالة اﻷسلحة النووية.

We begin with the report of Working Group I, on agenda item 4, entitled " Process of nuclear disarmament in the framework of international peace and security, with the objective of the elimination of nuclear weapons " , contained in document A/CN.10/1994/CRP.3.
ولنبدأ بتقرير الفريق العامل اﻷول عن البند ٤ من جدول اﻷعمال المعنون " عملية نزع السلاح النووي في إطار السلم واﻷمن الدوليين بهدف ازالة اﻷسلحة النووية " . ويرد هذا التقرير في الوثيقة A/CN.10/1994/CRP.3.

Second, all nuclear-weapon States should make serious efforts to reduce their arsenals with the ultimate goal of eliminating nuclear weapons.

" ٤ - تشجع الولايات المتحدة اﻷمريكية والاتحاد الروسي وبيلاروس وكازاخستان وأوكرانيا على مواصلة جهودها التعاونية الرامية الى ازالة اﻷسلحة النووية واﻷسلحة الهجومية الاستراتيجية على أساس الاتفاقات القائمة وترحب بالمساهمات التي تقدمها الدول اﻷخرى لهذا التعاون؛

As for Russia, we are also prepared to agree that all the nuclear Powers should place under international control - under IAEA auspices - weapons materials released as a result of the elimination of nuclear weapons subject to reductions.
إن روسيا من جانبها مستعدة أيضا لقبول اتفاق يقضي بتعهد جميع الدول النووية بأن تخضع للرقابة الدولية، تحت اشراف الوكالة الدولية للطاقة الذرية، العناصر الصالحة للاستخدام في أغراض عسكرية، من بين العناصر اﻵتية من ازالة اﻷسلحة النووية المستهدفة في تدابير التخفيض.

" 5. Notes the continuing consideration by the Disarmament Commission of its agenda item entitled'Process of nuclear disarmament in the framework of international peace and security, with the objective of the elimination of nuclear weapons' , which is to be concluded in 1994;
" ٥ - تلاحظ أن هيئة نزع السلاح تواصل النظر في البند المعنون `عملية نزع السلاح النووي في اطار السلم واﻷمن الدوليين بهدف ازالة اﻷسلحة النووية` من جدول أعمالها، وستنتهي من النظر فيه عام ١٩٩٤؛

17. A working paper entitled " Process of nuclear disarmament in the framework of international peace and security, with the objective of the elimination of nuclear weapons " was prepared by the Chairman of Working Group I (A/CN.10/185).
١٧ - وأعد رئيس الفريق اﻷول ورقة عمل بعنوان " عملية نزع السلاح النووي في اطار السلم واﻷمن الدوليين بهدف ازالة اﻷسلحة النووية " (A/CN.10/185).

Working Group I, which dealt with agenda item 4, " Process of nuclear disarmament in the framework of international peace and security, with the objective of the elimination of nuclear weapons " , held 11 meetings between 20 April and 6 May 1994.
إن الفريق العامل اﻷول الذي تناول بند جدول اﻷعمال المعنون " عملية نزع السلاح النووي في إطار السلم واﻷمن الدوليين بهدف ازالة اﻷسلحة النووية " قد عقد ١١ جلسة في الفترة الواقعة بين ٢٠ نيسان/أبريل و ٦ أيار/ مايو ٩٩٤١.

At its 11th meeting, on 6 May 1994, the Working Group nevertheless decided to recommend that the item entitled " Process of nuclear disarmament in the framework of international peace and security, with the objective of the elimination of nuclear weapons " be included in the agenda of the Disarmament Commission for conclusion at its 1995 session.
وعلــى الرغـم من ذلـك، قرر الفريق العامل، في جلسته اﻟ ١١، المعقودة في ٦ أيار/مايو ١٩٩٤، أن يوصي بادراج البند المعنون: " عملية نزع السلاح النووي في إطار السلم واﻷمن الدوليين بهدف ازالة اﻷسلحة النووية " في جدول أعمال هيئة نزع السلاح للانتهاء منه في دورتها لعام ١٩٩٥.

3. At the organizational session, the Commission decided to conclude at its 1994 substantive session the items entitled " Process of nuclear disarmament in the framework of international peace and security, with the objective of the elimination of nuclear weapons " and " The role of science and technology in the context of international security, disarmament and other related fields " .
٣ - وقررت الهيئة خلال دورتها التنظيمية أن تختتم في دورتها الموضوعية لعام ١٩٩٤ النظر في البندين المعنونين " عملية نزع السلاح النووي في اطار السلم واﻷمن الدوليين بهدف ازالة اﻷسلحة النووية " و " دور العلم والتكنولوجيا في سياق اﻷمن الدولي ونزع السلاح والميادين اﻷخرى ذات الصلة " .

9. In accordance with the decision taken at its organizational session, the Disarmament Commission entrusted Working Group I with the mandate of dealing with agenda item 4, entitled " Process of nuclear disarmament in the framework of international peace and security, with the objective of the elimination of nuclear weapons " .
٩ - وعهدت هيئة نزع السلاح، وفقا للمقرر الذي اتخذته في دورتها التنظيمية، الى الفريق العامل اﻷول بمهمة تناول البند ٤ من جدول اﻷعمال، المعنون " عملية نزع السلاح النووي في اطار السلم واﻷمن الدوليين بهدف ازالة اﻷسلحة النووية " .

In considering agenda item 4, " Process of nuclear disarmament in the framework of international peace and security, with the objective of the elimination of nuclear weapons " , it must first be recalled that, unlike what happened over the other issues on the " new " agenda - objective information in military matters, regional approaches and science and technology - agreement has not been reached to focus consideration in any way.
لدى النظر في البند الرابع من جدول اﻷعمال المعنون »عملية نزع السلاح النووي في اطار السلم واﻷمن الدوليين بهدف ازالة اﻷسلحة النووية«، يجب أن يذكر أولا أنه، وبخلاف ما حدث بالنسبة للمسائل الاخرى المدرجة في جدول اﻷعمال »الجديد« - معلومات موضوعية عن المسائل العسكرية، والنهج الاقليمية، والعلم والتكنولوجيا - لم يتم التوصل الى اتفاق لتركيز البحث بأية طريقة من الطرق.
