Spain and the United Kingdom had been negotiating to find the most convenient solution to their only bilateral dispute.

Year after year, the Assembly had invited the Governments of Spain and the United Kingdom to negotiate an end to that colonial situation and Spain fully intended to continue to do so, on the basis of the Brussels Declaration endorsed by both parties on 27 November 1984.
وقد دعت الجمعية العامة على مر اﻷعوام حكومتي اسبانيا والمملكة المتحدة إلى إيجاد حل تفاوضي ﻹنهاء الاستعمار في تلك المنطقة وستظل اسبانيا متمسكة الى أقصى حد بموقفها القائم على أساس إعلان بروكسل الذي وقعه الطرفان في ٢٧ تشرين الثاني/نوفمبر ١٩٨٤.
