وإذ يسلم بأن الطابع العالمي لتغير المناخ يتطلب التعاون والمشاركة على أوسع نطاق ممكن في استجابة دولية فعالة وملائمة وفقاً لمبادئ الاتفاقية،

191. We underscore that the global nature of climate change calls for the widest possible cooperation by all countries and their participation in an effective and appropriate international response, with a view to accelerating the reduction of global greenhouse gas emissions.
191 - ونؤكد أن الطابع العالمي لتغير المناخ يتطلب أوسع قدر ممكن من التعاون من البلدان جميعها ومشاركتها في استجابة دولية فعالة وملائمة بغية التعجيل بالحد من انبعاثات غازات الدفيئـة على الصعيد العالمي.
