80- وأُعرب عن رأي مفاده أنه ينبغي أن يقام توازن بين الدول والمنظمات الحكومية الدولية وهيئات القطاع الخاص في استخدام المدار الثابت بالنسبة للأرض.

15. She welcomed the proclamation of 2007 as International Geophysical and Heliophysical Year and recalled that in cooperation with United Nations Programme on Space Applications, her Government was developing an instrument to analyse the use of the geostationary orbit.
15 - وأعربت عن ترحيبها بإعلان عام 2007 سنة دولية للفيزياء الأرضية والفيزياء الشمسية وأعادت إلى الأذهان أنه بالتعاون مع برنامج الأمم المتحدة للتطبيقات الفضائية، تقوم حكومتها بإعداد أداة لتحليل استخدام المدار الثابت بالنسبة للأرض.

131. The Chairman of the Group of Latin American and Caribbean States expressed the view that the item on the character and utilization of the geostationary orbit was of particular interest to the countries of that regional group and that the item should continue to be considered by the Committee and by the Legal Subcommittee.
١٣١ - وأعرب رئيس مجموعة دول أمريكا اللاتينية ومنطقة البحر الكاريبي عن رأيه بأن البند المتعلق بطبيعة استخدام المدار الثابت بالنسبة لﻷرض ينطوي على أهمية خاصة لبلدان هذه المجموعة الاقليمية، وطلب مواصلة النظر في هذا البند في كل من اللجنة واللجنة الفرعية القانونية.

Those delegations were also of the view that it was important to use the geostationary orbit in compliance with international law, in accordance with the decisions of ITU and within the legal framework established in the relevant United Nations treaties.
ورأت تلك الوفود أيضاً أنَّ من المهم استخدام المدار الثابت بالنسبة للأرض وفقاً للقانون الدولي، ولقرارات الاتحاد الدولي للاتصالات، وضمن الإطار القانوني المنصوص عليه في معاهدات الأمم المتحدة ذات الصلة.

The view was expressed that outer space should be viewed as the province of all humankind, that all States should be able to benefit from its use and, in that context, that the rational and equitable use of the geostationary orbit should be ensured for all States.
75- ورُئي أنه ينبغي أن يُنظر إلى الفضاء الخارجي على أنه إقليم تابع للبشرية قاطبةً وينبغي أن يتسنى للدول كافة الاستفادة من استخدامه وأن يُكفل لجميع الدول، في ذلك السياق، استخدام المدار الثابت بالنسبة للأرض استخداما رشيدا وعادلا.

Some delegations expressed the view that close communication should be maintained among the Scientific and Technical Subcommittee, the Legal Subcommittee and other relevant bodies of the United Nations system, with the aim of promoting the development of binding international rules that addressed the use of the geostationary orbit.
219- وأعربت بعض الوفود عن رأي مفاده أنه ينبغي الحفاظ على علاقات التواصل الوثيقة بين اللجنة الفرعية العلمية والتقنية واللجنة الفرعية القانونية وسائر هيئات منظومة الأمم المتحدة ذات الصلة، بهدف العمل على وضع قواعد دولية ملزمة تتناول استخدام المدار الثابت بالنسبة للأرض.

Some delegations expressed the view that the Subcommittee should cooperate with ITU in all possible aspects of outer space activities, including with respect to avoiding an abuse of the use of the geostationary orbit by some States and international organizations and coordinating the application of international treaties.
85- وأعرب بعض الوفود عن رأي مفاده أنه ينبغي للجنة الفرعية أن تتعاون مع الاتحاد الدولي للاتصالات في جميع الجوانب المتعلقة بأنشطة الفضاء الخارجي، بما في ذلك فيما يتعلق بتجنّب إساءة استخدام المدار الثابت بالنسبة للأرض من جانب بعض الدول والمنظمات الدولية، وتنسيق تطبيق المعاهدات الدولية.

Those delegations therefore considered that the item on the geostationary orbit should remain on the agenda of the Subcommittee for further discussion through working groups, intergovernmental panels or task forces, for the purpose of continuing to analyse the scientific and technical characteristics of the orbit and in order to ensure the use of the geostationary orbit in accordance with international law.
لذا رأت تلك الوفود أنَّ البند المتعلق بالمدار الثابت بالنسبة للأرض ينبغي أن يظلّ مدرجاً في جدول أعمال اللجنة الفرعية لإجراء مزيد من المناقشات بشأنه، في إطار أفرقة عاملة أو أفرقة حكومية دولية أو فرق عمل، بغرض مواصلة تحليل خصائص هذا المدار العلمية والتقنية ولضمان استخدام المدار الثابت بالنسبة للأرض وفقاً للقانون الدولي.

Some delegations expressed the view that the current Constitution, Convention and Radio Regulations of ITU, as well as the current procedures set out in the treaties on international cooperation among countries and groups of countries with respect to the geostationary orbit and other orbits, fully took into account the interest of States in the use of the geostationary orbit and the radio frequency spectrum.
77- وأعرب بعض الوفود عن رأي مفاده أن الدستور الحالي للاتحاد الدولي للاتصالات واتفاقيته ولوائح الراديو التي أصدرها، وكذلك الإجراءات الراهنة المبيّنة في المعاهدات المتعلقة بالتعاون الدولي بين البلدان ومجموعات البلدان فيما يتعلق بالمدار الثابت بالنسبة للأرض وسائر المدارات، تراعي تماما مصالح الدول في استخدام المدار الثابت بالنسبة للأرض وطيف الترددات الراديوية.

85- ورأت بعض الوفود أن دستور واتفاقية الاتحاد الدولي للاتصالات الحاليين() ولوائحه التنظيمية الحالية الخاصة بالاتصالات الراديوية، وكذلك الإجراءات الراهنة المنصوص عليها في معاهدات التعاون الدولي بين البلدان ومجموعات البلدان فيما يتعلق بالمدار الثابت بالنسبة للأرض وغيره من المدارات، يأخذ جميعها في الاعتبار التام مصالح الدول في استخدام المدار الثابت بالنسبة للأرض وطيف الترددات الراديوية.

Some delegations expressed the view that the paper submitted by the Czech Republic to the Scientific and Technical Subcommittee provided a scientific and technical basis for further discussions in the Legal Subcommittee on the utilization of the geostationary orbit.
١٤ - ورأى بعض الوفود أن ورقة العمل التي قدمتها الجمهورية التشيكية الى اللجنة الفرعية العلميـة والتقنية توفر أساسا علميا وتقنيا لاجراء مزيد من المناقشات في اللجنة الفرعية القانونية بشأن استخدام المدار الثابت بالنسبة لﻷرض .

(b) Continue, through its Working Group, its consideration of matters relating to the definition and delimitation of outer space and to the character and utilization of the geostationary orbit, including consideration of ways and means to ensure the rational and equitable use of the geostationary orbit without prejudice to the role of ITU;
