239. Several representatives favoured the elaboration of a legally binding instrument or a Framework convention so as to avoid all ambiguity with regard to the nature of international liability.

240. One representative objected to the idea of elaborating a Framework convention.

Taking note of the extensive discussions held on this issue during the sessions of the Intergovernmental Negotiating Committee for a Framework Convention on Climate Change,

103. The requests contained in the draft resolution, which related to the Intergovernmental Negotiating Committee for a Framework Convention on Climate Change, were enumerated in paragraph 2 of the Secretary-General's statement, while the financial arrangements and estimated resources for implementing the proposed activities were discussed in paragraphs 6 to 18.
١٠٣ - وذكر أن الطلبات الواردة في مشروع القرار والتي تتصل بلجنة التفاوض الحكومية الدولية ﻹعداد اتفاقية اطارية بشأن تغير المناخ معددة في الفقرة ٢ من بيان اﻷمين العام، في حين ترد مناقشة الترتيبات المالية والموارد التقديرية اللازمة لتنفيذ اﻷنشطة المقترحة في الفقرات من ٦ الى ١٨.

Thus, these or any other potential single-issue conventions may be to some degree duplicative of Poland's proposal and, if consensus is reached on inclusion of such types of criminality in a Framework convention on organized crime, it may subsequently be unnecessary to negotiate further instruments.
وعليه فقد تكون هذه الاتفاقيات أو أية اتفاقيات أخرى ممكنة من الاتفاقيات التي تتناول مسألة واحدة تكرارا الى حد ما لاقتراح بولندا، واذا توافقت اﻵراء على ادراج هذه اﻷنواع من الاجرام في اتفاقية اطارية بشأن الجريمة المنظمة فقد تنتفي لاحقا ضرورة التفاوض حول المزيد من النصوص.

Urges the Intergovernmental Negotiating Committee for a Framework Convention on Climate Change to complete fully, at its eleventh session, which is to be held from 6 to 17 February 1995 in New York, its plan of preparatory work for the first session of the Conference of the Parties to the Convention;
٢ - تحث لجنة التفاوض الحكومية الدولية لوضع اتفاقية اطارية بشأن تغير المناخ على القيام، في دورتها الحادية عشرة التي ستعقد في الفترة من ٦ إلى ١٧ شباط/فبراير ١٩٩٥ في نيويورك، بإتمام خطتها المتعلقة باﻷعمال التحضيرية للدورة اﻷولى لمؤتمر اﻷطراف في الاتفاقية؛

(d) Two units of the Department for Policy Coordination and Sustainable Development, namely the secretariats of the Intergovernmental Negotiating Committee for a Framework Convention on Climate Change and the Committee to Combat Desertification, will be completely relocated to Geneva.
