My delegation supports the proposal of the Secretary-General, in document A/52/850, to convene the fifty-fifth session of the General Assembly as a Millennium Assembly with a summit segment.

43. The Special Envoy of the Secretary-General in Africa was appointed in accordance with the proposal of the Secretary-General contained in his letter dated 12 December 1997 (S/1997/994) to the President of the Security Council and the latter's reply of 19 December 1997 (S/1997/995) expressing the Council's support of the proposal.

The Advisory Committee agrees with the proposal of the Secretary-General in paragraph 32 (a) of the budget report and recommends that the General Assembly appropriate and assess the amount of $33,643,900 gross ($32,750,200 net) for the period from 1 July 1998 to 30 June 1999, subject to the extension of the Force by the Security Council.

In this connection, mention was made of the proposal of the Secretary-General in his report to convene a meeting of an ad hoc group of experts to study a methodology for assessing the consequences actually incurred by third States as a result of preventive or enforcement measures, a proposal that had been adopted by the General Assembly in paragraph 4 of its resolution 52/162 of 15 December 1997.
