The most complex issue before the Committee was the ICSC recommendations on the pensionable remuneration of staff in the General Service and related categories, in particular the application of the income replacement approach to both the General Service and Professional categories with a view to eliminating anomalies.

The General Assembly, in its resolution 45/242, requested the Commission to undertake in 1995 a further comprehensive review of the methodology for determining the pensionable remuneration of staff in the Professional and higher categories, and of the application of that methodology, in full cooperation with the United Nations Joint Staff Pension Board.

(b) The pensionable remuneration of staff members in the Field Service category shall be established in the same manner as for staff in the Professional and higher categories.

20. The Board agreed that the income replacement approach and the current methodology related thereto should continue to serve as the basis for the determination of the pensionable remuneration of staff in the Professional and higher categories and in the General Service and related categories.

127. The current basis for the methodology used to determine the pensionable remuneration of staff in the Professional and higher categories is income replacement in New York, under which pensions are linked to the net remuneration of officials at the base of the United Nations salary system.
