49. The signing of the Declaration of a Moratorium on the Importation, Exportation and Manufacture of light weapons in West Africa by all ECOWAS States in Abuja in October 1998 led to the development of an implementation programme and a code of conduct for the Moratorium.
49 - وأسفر التوقيع على إعلان وقف استيراد وتصدير وتصنيع الأسلحة الخفيفة في غرب أفريقيا من جانب جميع دول الجماعة الاقتصادية لدول غرب أفريقيا في أبوجا في تشرين الأول/أكتوبر 1998، عن وضع برنامج تنفيذي ومدونة لقواعد السلوك لهذا الوقف.

At Mali's initiative, a Moratorium on the Importation, Exportation and Manufacture of light weapons in West Africa was adopted at the twenty-first session of the Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS), held at Abuja on 30 and 31 October 1998.

That situation has led the Government of Burkina Faso to support the extension of the Bamako Moratorium on the Importation, Exportation and Manufacture of light weapons in West Africa, to invest in the quest for peace and to take an active part in activities and events organized within the framework of the United Nations.

48. Ms. Notutela (South Africa) said that it was discouraging, two years after the adoption of the United Nations Programme of Action, to see the large quantity of light weapons in circulation in Africa, feeding conflicts all over the continent.
48 - قالت السيدة نوتوتيلا (جنوب أفريقيا) أنه كان مُحبطاً، بعد عامين من تبني برنامج عمل الأمم المتحدة، رؤية تداول كميات كبيرة من الأسلحة الخفيفة في أفريقيا أذكت النزاعات في كافة أنحاء القارة.

This commission, whose role is to eliminate the insecurity brought about by the flow and proliferation of small arms in Niger, has already attained significant results, as the United Nations Advisory Mission on the Proliferation of light weapons in the Saharo-Sahelian subregion has noted since March 1995.
وهذه اللجنة التي يتمثل دورها في القضاء على انعدام الأمن الناجم عن تدفق الأسلحة الصغيرة وانتشارها في النيجر، قد حققت نتائج لا بأس بها بالفعل، وهو ما لاحظته بعثة الأمم المتحدة التشاورية المعنية بانتشار الأسلحة الخفيفة في المنطقة الصحراوية الساحلية دون الإقليمية منذ آذار/مارس 1995.

In 1994 the President of the Republic of Mali, Mr. Alpha Oumar Konare, requested and obtained special assistance from the Secretary-General to establish an advisory mission to study ways and means to curb the proliferation of small arms in the Sahel-Saharan subregion.
وفي عام ١٩٩٤ طلب رئيس جمهورية مالي السيد الفا عمر كونار من اﻷمين العام مساعدة خاصة ﻹنشاء بعثة استشارية لدراسة طرق ووسائل كبح انتشار اﻷسلحة الخفيفة في المنطقة الصحراوية - الساحلية دون اﻹقليمية، وحصل على هذه المساعدة.

The project focused on the path that led to the collection of small arms in Mali and the “Flame of Peace”.

١ - وفي البداية تناول المشاركون مسألة حجم انتشار اﻷسلحة الخفيفة في وسط أفريقيا وتداولها غير المشروع وما لذلك من أثر على استقرار بلدان المنطقة وأمنها وتنميتها.

50. In the struggle for sustainable peace and development, especially in subregions where state structures are fragile, steps need to be taken to curb the flow of small arms circulating in civil society.
٥٠ - وفي الكفاح الهادف إلى تحقيق سلام وتنمية مستدامين، ولا سيما في المناطق دون اﻹقليمية حيث بُنى الدولة واهية، لا بد من اتخاذ خطوات ترمي إلى كبح انتشار اﻷسلحة الخفيفة في المجتمع المدني.

Bearing in mind the Moratory of the Economic Community of the West African countries (ECOWAS) on import/export and manufacturing of light arms in West Africa, adopted in Abuja - Nigeria;
وإذ يذكر بقرار المجموعة الاقتصادية لغرب أفريقيا القاضي بتعليق استيراد أو تصدير أو تصنيع الأسلحة الخفيفة في منطقة غرب أفريقيا والذي أقرته قمة أبوجا المنعقدة في نيجيريا في العام 1998م،
