3. From 26 to 28 March 2014, the Special Rapporteur participated in a meeting on autonomous weapons systems, organized in Geneva by the International Committee of the Red Cross.

The United States had long-standing policies for conducting such reviews and, in that connection, supported continued informal discussions on lethal autonomous weapons systems in meetings of States parties to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects.

8. On 10 June, he participated in a side event organized by Amnesty International on human rights implications of lethal and less lethal autonomous weapons systems, held in Geneva.

It can be questioned to what extent autonomous weapons systems will have the capacity to determine the level of force, including lethal force, permissible in a particular context, especially given the limitations of the systems in terms of understanding human intentions and the subtleties of human behaviour.

86. Serious consideration needs to be given to whether unmanned systems, in particular autonomous weapons systems used in the context of law enforcement, whether with lethal or less lethal force, can be considered lawful weapons per se.
86 - ويتعيَّن التفكير جديًّا فيما إذا كان من الممكن اعتبار النظم الذاتية التشغيل، ولا سيما نظم الأسلحة المستقلة المستخدمة في سياق إنفاذ القانون، سواءً بقوة فتاكة أو أقل فتكاً، أسلحة مشروعة في حدّ ذاتها.

89. The international community, and in particular the various United Nations bodies, must adopt a comprehensive and coherent approach to autonomous weapons systems in armed conflict and in law enforcement, one which covers both the international humanitarian law and human rights dimensions, and their use of lethal and less lethal weapons.
89 - ويتعيَّن على المجتمع الدولي، وخاصة هيئات الأمم المتحدة المختلفة، اعتماد نهج شامل ومتسق إزاء نظم الأسلحة المستقلة في النزاعات المسلحة وإنفاذ القانون، يشمل على السواء القانون الإنساني الدولي وأبعاد حقوق الإنسان، واستخدام هذه النظم لأسلحة فتاكة وأقل فتكاً.

13. Pursuant to the decision taken by the 2013 Meeting of High Contracting Parties to the Convention, delegations met from 13 to 16 May 2014 to discuss the questions related to emerging technologies in the area of lethal autonomous weapons systems (LAWS).
13- وفقاً للقرار الذي اتخذته اجتماع الأطراف المتعاقدة السامية في الاتفاقية لعام 2013، اجتمعت الوفود في الفترة من 13 إلى 16 أيار/مايو 2014 لمناقشة المسائل المتصلة بالتكنولوجيات الناشئة في مجال نظم الأسلحة المستقلة الفتاكة.

14. Given the potential for rapid technological developments in autonomous weapons to radically transform the nature of warfare, which was raised by a number of delegations, the timely convening of the meeting and the multidisciplinary approach allowed by the CCW was welcomed.
14- وبالنظر إلى احتمال حدوث تطورات تكنولوجية سريعة في الأسلحة المستقلة بما يغير طبيعة الحرب تغييراً جذرياً، وهو موضوع أثاره عدد من الوفود، كان هناك ترحيب بعقد الاجتماع في الوقت المناسب وبالنهج المتعدد التخصصات الذي تسمح به اتفاقية الأسلحة التقليدية.

23. The Meeting welcomed the discussions that took place during the Meeting of Experts on lethal autonomous weapons systems and took note of the Chairperson's report (CCW/MSP/2014/3), which was submitted under his own responsibility.
٢٣- ورحّب الاجتماع بالمناقشات التي جرت في إطار اجتماع الخبراء المتعلق بنظم الأسلحة المستقلة الفتاكة، وأحاط علماً بتقرير الرئيس (CCW/MSP/2014/3) المقدم في إطار مسؤوليته الشخصية.

36. The Meeting decided to convene under the overall responsibility of the Chairperson an informal meeting of experts of up to five days during the week of 13 to 17 April 2015 to discuss the questions related to emerging technologies in the area of lethal autonomous weapons systems, in the context of the objectives and purposes of the Convention.
٣٦- وقرر الاجتماع أن يعقد في إطار المسؤولية الكلية للرئيس اجتماعاً غير رسمي للخبراء لمدة تصل إلى خمسة أيام خلال الأسبوع من 13 إلى 17 نيسان/أبريل 2015، لمناقشة المسائل المتصلة بالتكنولوجيات الناشئة في مجال الأسلحة المستقلة الفتاكة، في سياق أهداف وأغراض الاتفاقية.

This delegation urged the introduction of an immediate pre-emptive moratorium on the production and use of lethal autonomous weapon systems.
