The fact that the alleged victim(s) is/are represented does not mean that he/she/they cannot correspond with the Committee directly.
ولا يعني تمثيل الشخص المدعى أنه ضحية (الأشخاص المدّعى أنهم ضحايا) أنه لا يمكنه/لا يمكنهم الاتصال مباشرة باللجنة.

In the present rules, the author(s) of an individual communication means the person(s) who is/are submitting the individual communication, whether the alleged victim(s) or not.
يعني صاحب (أصحاب) بلاغ فردي، في هذا النظام الداخلي، الشخص (الأشخاص) الذي يقدم/الذين يقدمون البلاغ الفردي، سواء أكان/كانوا الشخص المدعى أنه ضحية (الأشخاص المدّعى أنهم ضحايا) أم لا.

The Secretary-General may request where necessary clarification from the author(s) and/or alleged victim(s) of a communication, including:
1- يجوز للأمين العام أن يطلب عند الضرورة إلى صاحب (أصحاب) البلاغ و/أو الشخص المدعى أنه ضحية (الأشخاص المدّعى أنهم ضحايا) في البلاغ، تقديم توضيحات تشمل ما يلي:

The name, address, date of birth of the author(s) and/or alleged victim(s) and verification of the author's(s' )/ alleged victim's(s' ) identity(ies);
(أ) اسم صاحب البلاغ و/أو الشخص المدعى أنه ضحية وعنوانه وتاريخ ميلاده (أسماء أصحاب البلاغ و/أو الأشخاص المدّعى أنهم ضحايا وعناوينهم وتواريخ ميلادهم)، مع إثبات للهوية؛

A confirmation of representation for the author(s) if the author(s) submit(s) the communication on behalf of the alleged victim(s);
(ب) تأكيد للتمثيل فيما يخص صاحب (أصحاب) البلاغ إذا كان صاحب (أصحاب) البلاغ يقدم (يقدمون) البلاغ بالنيابة عن الشخص المدعى أنه ضحية (الأشخاص المدّعى أنهم ضحايا)؛

Whether the author(s) and/or alleged victim(s) wish their identity(ies) to be revealed in the Committee's final decision pursuant to article 4, paragraph 2, of the Protocol;
(ﻫ) ما إذا كان صاحب (أصحاب) البلاغ و/أو الشخص المدعى أنه ضحية (الأشخاص المدّعى أنهم ضحايا) يرغبون في الكشف عن هوياتهم في قرار اللجنة النهائي وفقاً للفقرة 2 من المادة 4 من البروتوكول؛

6. Subject to paragraphs 4 and 5 of the present rule, nothing in this rule shall affect the right of the author/s, alleged victim/s or the State party concerned to make public any submission or information bearing on the proceedings.
6- رهناً بما تنص عليه الفقرتان 4 و5 من هذه المادة، ليس في هذه المادة ما يمس بحق صاحب (أصحاب) البلاغ أو الشخص المدّعى أنه ضحية (الأشخاص المدّعى أنهم ضحايا) أو الدولة الطرف المعنية في إعلان أي بيانات أو معلومات تتعلق بالإجراءات.

7. The Committee shall examine communications submitted by the alleged victim(s) or by those possessing a power of attorney to act on their behalf (please include a copy of the power of attorney, without requirement as to its specific form).
7- وتنظر اللجنة في البلاغات المقدمة من الشخص المدعى أنه ضحية (الأشخاص المدّعى أنهم ضحايا) أو من أي شخص يملك (أشخاص يملكون) توكيلاً للتصرف نيابة عنه أو عنهم (يرجى تقديم نسخة من رسالة التوكيل، ولا يشترط لذلك أي شكل محدد).

Any person submitting communications on behalf of individuals or groups of individuals without evidence of consent shall provide a written justification as to why the alleged victim(s) is/are unable to submit the communication in person and why a letter granting such power is not submitted.
وأي شخص يقدم بلاغاً نيابةً عن أفراد أو مجموعات من الأفراد دون تقديم دليل على موافقتهم، فعليه أن يقدم تبريراً خطياً لسبب عدم قدرة الشخص المدعى أنه ضحية (الأشخاص المدّعى أنهم ضحايا) على تقديم البلاغ بنفسه (بأنفسهم) وسبب عدم تقديم نسخة من رسالة التوكيل.
