Subparagraph (i) deals with persons concerned who have their habitual residence either in a third State or in another successor State.
وتتناول الفقرة الفرعية `1` الأشخاص المعنيين الذين يقيمون بصورة اعتيادية إما في دولة ثالثة أو في دولة خلف أخرى.

It recognizes that any successor or predecessor State, as the case may be, is entitled to withdraw its nationality from persons concerned who, in relation to the succession of States, voluntarily acquired the nationality of another State concerned.
وتعترف هذه المادة بأن من حق أي دولة خلف أو سلف، حسب الحالة، سحب جنسيتها من الأشخاص المعنيين الذين يكتسبون طواعية، في حالة خلافة الدول، جنسية دولة معنية أخرى.

2. A successor State shall not attribute its nationality to persons concerned who have their habitual residence in another State against the will of the persons concerned unless they would otherwise become stateless.
2 - لا تعطي الدولة الخلف الأشخاص المعنيين الذين يقيمون بصفة اعتيادية في دولة أخرى جنسيتها رغم إرادتهم إلا إذا كانوا سيصبحون، لولا ذلك، عديمي الجنسية.

1. Nothing in the present articles requires States to treat persons concerned having no effective link with a State concerned as nationals of that State, unless this would result in treating those persons as if they were stateless.

2. Each State concerned shall grant a right to opt for its nationality to persons concerned who have appropriate connection with that State if those persons would otherwise become stateless as a result of the succession of States.
2 - تمنح كل دولة معنية الأشخاص المعنيين الذين لهم صلة مناسبة بتلك الدولة الحق في اختيار جنسيتها إذا كان هؤلاء الأشخاص سيصبحون، لولا ذلك، عديمي الجنسية نتيجة لخلافة الدول.

2. A State concerned shall take all necessary measures to allow persons concerned who, because of events connected with the succession of States, were forced to leave their habitual residence on its territory to return thereto.
2 - تتخذ الدولة المعنية جميع التدابير الضرورية لتمكين الأشخاص المعنيين الذين اضطروا، بسبب وقوع أحداث تتصل بخلافة الدول، إلى مغادرة مكان إقامتهم الاعتيادي في إقليمها من العودة إليه.

The Commission, however, considers that there is no reason not to extend the application of article 8 also to persons concerned who have their habitual residence not in a “third State”, but in another “State concerned”.

(6) In the Commission's view, persons concerned who have opted for the nationality of the predecessor State under the terms of article 20, thereby cancelling the presumption in article 5, should be deemed to have retained such nationality from the date of the succession.

(10) Subparagraph (ii) only deals with persons concerned who have their habitual residence in a third State, i.e. who, on the date of the succession of States, had their habitual residence outside the territory of the predecessor State.

(10) Paragraph 2 of article 25 lists the categories of persons concerned who are qualified to acquire the nationality of the successor State but from whom the predecessor State shall not withdraw its nationality, unless they opt for the nationality of the successor State.
10) وتعدد الفقرة 2 من المادة 25 فئات الأشخاص المعنيين الذين يحق لهم اكتساب جنسية الدولة الخلف ولكن الذين يجب على الدولة السلف ألا تسحب منهم جنسيتها، إلا إذا اختاروا جنسية الدولة الخلف.

67. As indicated in the third paragraph of Greece’s general remarks in document A/CN.4/493, as well as in the final paragraph of Guatemala’s remarks on article 4 in the same document, the text implicitly established the general rule that a successor State was obligated, in all cases, to attribute its nationality to the persons concerned who, at the time of succession, had their habitual residence in its territory.

The Commission is making comparative analyses of these results with other records, and is evaluating them with a view to conducting further interviews of relevant persons in connection with this aspect of the case and undertaking further comparative forensic analyses.
