2. Any dispute between two or more States Parties concerning the interpretation or application of this Convention that cannot be settled through negotiation within a reasonable time shall, at the request of one of those States Parties, be submitted to arbitration.
2- يعرض أي نزاع ينشأ بين دولتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذه الاتفاقية، وتتعذر تسويته عن طريق التفاوض في غضون فترة زمنية معقولة، على التحكيم بناء على طلب إحدى تلك الدول الأطراف.

1. Any dispute between two or more States Parties concerning the interpretation or application of the present Convention that is not settled by negotiation shall, at the request of one of them, be submitted to arbitration.
1 - يعرض للتحكيم أي نزاع ينشأ بين دولتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذه الاتفاقية ولا يسوى عن طريق المفاوضات وذلك بناء على طلب واحدة من تلك الدول.

2. Any other dispute between two or more States Parties relating to the interpretation or application of this Statute which is not settled through negotiations within three months of their commencement shall be referred to the Assembly of States Parties.
2 - يحال إلى جمعية الدول الأطراف أي نزاع آخر بين دولتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذا النظام الأساسي لا يُسوّى عن طريق المفاوضات في غضون ثلاثة أشهر من بدايته.

However, the categories of disputes that may be referred in this manner are disputes between States Parties concerning the interpretation or application of Part XI of the Convention and relevant annexes, as referred to in article 187 of the Convention.
غير أن فئات المنازعات التي يمكن إحالتها بهذه الطريقة هي المنازعات التي تنشأ بين الدول الأطراف بشأن تفسير أو تطبيق الجزء الحادي عشر من الاتفاقية والمرفقات ذات الصلة، على النحو المشار إليه في المادة 187 من الاتفاقية.

Article 30 of that Convention provides that any dispute between two States Parties concerning the interpretation or application of the Convention which it has not been possible to settle through negotiation or arbitration may be submitted to the International Court of Justice by one of the States.
وتنص المادة 30 من تلك الاتفاقية على أنه يجوز عرض أي نزاع بين دولتين من الدول الأطراف بشأن تفسير أو تطبيق الاتفاقية، ولم يتسن تسويته عن طريق التفاوض أو التحكيم، على محكمة العدل الدولية من جانب إحدى الدولتين المعنيتين.

2- اذا نشأ أي نزاع بين دولتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذا البروتوكول، وتعذّرت تسويته عن طريق التفاوض في غضون فترة زمنية معقولة، وجب تقديمه، بناء على طلب احدى تلك الدول الأطراف، إلى التحكيم.

1. When a dispute arises between two or more States Parties relating to the interpretation or application of this Convention, the States Parties concerned shall consult together with a view to the expeditious settlement of the dispute by negotiation or by other peaceful means of their choice, including recourse to the Meeting of States Parties and referral to the International Court of Justice in conformity with the Statute of the Court.
1 - عندما ينشأ نزاع بين اثنتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذه الاتفاقية، تتشاور الدول الأطراف المعنية فيما بينها بغية التعجيل بتسوية النزاع عن طريق التفاوض أو بوسائل سلمية أخرى تختارها، بما فيها اللجوء إلى اجتماع الدول الأطراف وإحالة النزاع إلى محكمة العدل الدولية طبقا للنظام الأساسي للمحكمة.
