Brazil strongly urged parties to consider and discuss the review and assessment in the context of Article 4, paragraph 7, of the Convention and emphasized that dealing with climate change will require enhanced technological development, deployment and transfer, focusing on the widespread use by developing countries of new technologies.

For that reason, the same paragraph 4 of article 52 encourages States parties to consider requiring their financial institutions (a) to refuse to enter into or continue a correspondent banking relationship with shell banks and (b) to guard against establishing relations with foreign financial institutions that permit their accounts to be used by shell banks.
