8. Urges all parties to facilitate rapid and unhindered humanitarian access;
8- يحث جميع الأطراف على تيسير وصول المساعدة الإنسانية بسرعة ودون عوائق؛

· Assistance to country parties to facilitate the establishment of Integrated Investment Frameworks (IIFs), as called for in The Strategy, mainly through the development of financing strategies;
مساعدة البلدان الأطراف على تيسير إنشاء أطر استثمار متكاملة وفق ما تدعو إليه الاستراتيجية، عن طريق وضع استراتيجيات تمويل بالأساس؛

· Assistance to country parties to facilitate the alignment of their national action programmes (NAPs) with The Strategy as regards operational objective 5 and the integration of NAP priorities into overall national development and sectoral plans;

The Security Council urges the parties to facilitate immediate humanitarian support for the displaced citizens and support for their voluntary return as soon as an interim administration and the agreed security arrangements are in place.

To this end, the Summit urged all the parties to facilitate the implementation of humanitarian operations by granting unhindered access of humanitarian and aid agencies and workers to the vulnerable population and victims of war, and in particular the refugees and displaced persons who are in desperate need of medical and food assistance.
ولهذا الغرض حث المؤتمر الأطراف على تيسير تنفيذ العمليات الإنسانية بإتاحة سبل وصول الوكالات والعاملين في مجالي المساعدة الإنسانية والمعونة دون إعاقة إلى السكان المتضررين وضحايا الحرب، لا سيما اللاجئين والمشردين الذين هم في حاجة ماسة إلى المساعدة الطبية والغذائية.
