مراعاة حقوق الإنسان والحريات الأساسية الواردة في الإعلان العالمي لحقوق الإنسان من جانب الدول غير الأطراف في العهدين الدوليين الخاصين بحقوق الإنسان

Noting that the States parties to the International Covenants on Human Rights have the obligation to ensure the equal right of men and women to enjoy all economic, social, cultural, civil and political rights,
وإذ تلحظ أن على الدول الأطراف في العهدين الدوليين الخاصين بحقوق الإنسان واجب ضمان مساواة الرجل والمرأة في حق التمتع بجميع الحقوق الاقتصادية والاجتماعية والثقافية والمدنية والسياسية،

Considering also that States which are not parties to the International Covenants on Human Rights and other United Nations conventions in this field do not report to the United Nations on their observance of fundamental human rights and freedoms,
وإذ تضع في اعتبارها أيضا أن الدول غير الأطراف في العهدين الدوليين الخاصين بحقوق الإنسان واتفاقيات الأمم المتحدة الأخرى في هذا الميدان لا تقدم تقارير إلى الأمم المتحدة بشأن مراعاتها لحقوق الإنسان والحريات الأساسية،

(d) Considering that the States parties to the International Covenants on human rights have the obligation to guarantee to all persons, without distinction or discrimination, equity in the enjoyment of all civil, political, economic, social and cultural rights,
(د) وإذ تضع في اعتبارها أن على الدول الأطراف في العهدين الدوليين الخاصين بحقوق الإنسان أن تكفل للناس أجمعين، دون تفريق أو تمييز، التمتع على قدم المساواة بجميع الحقوق المدنية والسياسية والاقتصادية والاجتماعية والثقافية؛

23. Requests the Secretary-General to consider ways and means of assisting States parties to the Covenants in the preparation of their reports, including seminars or workshops at the national level for the purpose of training government officials engaged in the preparation of such reports, and the exploration of other possibilities available under the regular programme of advisory services in the field of human rights;
٢٣ - تطلب إلى اﻷمين العام أن ينظر في الطرق والوسائل الكفيلة بمساعدة الدول اﻷطراف في العهدين الدوليين الخاصين بحقوق الانسان في إعداد تقاريرها، بما في ذلك عقد حلقات دراسية أو تدريبية على الصعيد الوطني لتدريب المسؤولين الحكوميين القائمين على إعداد هذه التقارير، واستكشاف الامكانيات اﻷخرى المتاحة في إطار البرنامج العادي للخدمات الاستشارية في ميدان حقوق الانسان؛

25. Encourages the Secretary-General to continue to assist States parties to the International Covenants on Human Rights in the preparation of their reports, including by convening seminars or workshops at the national level for the training of government officials engaged in the preparation of such reports and by exploring other possibilities available under the programme of advisory services in the field of human rights;
25 - تشجع الأمين العام على الاستمرار في مساعدة الدول الأطراف في العهدين الدوليين الخاصين بحقوق الإنسان على إعداد تقاريرها بوسائل تشمل عقد حلقات دراسية أو حلقات عمل على الصعيد الوطني لتدريب المسؤولين الحكوميين القائمين على إعداد تلك التقارير، واستكشاف الإمكانيات الأخرى المتاحة في إطار برنامج الخدمات الاستشارية في ميدان حقوق الإنسان؛

28.
