The Committee recommends further that a code of standards be adopted on care and protection of children deprived of a family environment.

235. The Committee takes note that the Code on Children and Adolescents includes legal measures for the protection of children deprived of a family environment and that further measures have been included in the draft Code on the Family.

The Committee notes that the State party has enhanced the provisions and capacity of shelters, orphanages, baby homes and similar institutions to accommodate more children deprived of their family environment.

44. The Committee is concerned at the high rates of children deprived of their family environment at birth and in later stages of childhood.
44- تشعر اللجنة بالقلق إزاء ارتفاع أعداد الأطفال المحرومين من البيئة الأسرية منذ ميلادهم أو في مراحل لاحقة من فترة الطفولة.

794. The Committee takes note that the Code on Children and Adolescents includes legal measures for the protection of children deprived of a family environment and that further measures have been included in the draft Code on the Family.
794- وتحيط اللجنة علماً بانطواء مدونة قانون الأطفال والمراهقين على تدابير قانونية لحماية الأطفال المحرومين من البيئة الأسرية وبإدراج المزيد من التدابير في مشروع مدونة قانون الأسرة.

(b) Enhancing coordination between all persons involved in the care of children deprived of a family environment, including police, social workers, foster families and the staff of public and private orphanages;
(ب) تعزيز التنسيق بين كافة الأشخاص المعنيين برعاية الأطفال المحرومين من البيئة الأسرية ومن ضمنهم رجال الشرطة والأخصائيون الاجتماعيون والأسر الحاضنة وموظفو دور الأيتام الحكومية والخاصة؛

While noting a decline in court rulings terminating parental rights during the past three years, the Committee is alarmed at the persistently high number of removal of parental rights, leaving the number of children deprived of their family environment unacceptably high.

46. The Committee is deeply concerned at the drastic increase in the number of children deprived of their family environment due to poverty, unemployment, breakdown of families, and labour migration.
46- يساور اللجنة قلق عميق إزاء الزيادة الكبيرة في أعداد الأطفال المحرومين من البيئة الأسرية بسبب الفقر والبطالة وتفكك الأسر وهجرة الأيدي العاملة.

Ensure that children deprived of their family environment as a result of an impartial and independent decision are placed in family-type alternative care settings and, to this end, develop a network of foster-care families with a view to reducing to the minimum the need for institutional care for children;
(ج) ضمان إيداع الأطفال المحرومين من البيئة الأسرية نتيجة قرار مستقل ونزيه في ظروف رعاية بديلة ذات جو أسري، وتحقيقاً لهذه الغاية، إنشاء شبكة من الأسر الكافلة بهدف تقليل الحاجة إلى الرعاية المؤسسية للأطفال إلى الحد الأدنى؛

(a) Undertake a comprehensive survey on all children deprived of a family environment and allocate sufficient human, technical and financial resources to ensure adequate care and quality standards of protection to children deprived of their family environment, whether they are in street situations, orphans, abandoned or displaced children and refugees fleeing conflicts in neighbouring countries;
(أ) إجراء دراسة استقصائية شاملة تتناول جميع الأطفال المحرومين من البيئة الأسرية وتوفير ما يكفي من الموارد البشرية والتقنية والمالية لضمان حصول الأطفال المحرومين من بيئتهم الأسرية على الرعاية الملائمة واستيفاء معايير الجودة في حمايتهم، سواء أكانوا أطفال شوارع أو يتامى أو متخلَّى عنهم أو مشردين أو لاجئين فارين من النزاعات في البلدان المجاورة؛

The Committee also expresses particular concern that children deprived of a family environment have to leave care institutions at the age of 15 and are left without any protection and financial support by the State party.
وتعرب اللجنة أيضاً عن قلق خاص لأن الأطفال المحرومين من البيئة الأسرية يتعين عليهم مغادرة مؤسسات الرعاية لدى بلوغهم سن 15 سنة، ويُتركون دون أية حماية أو دعم مالي من الدولة الطرف.
