3. Oceans resolution and the law of the sea (2010, resolution 65/37 A): (sect. II) The importance of capacity-building for least developed countries, small island developing States and coastal African States in relation to sustainable ocean management was emphasized.

In this regard, the Maldives welcomes the study prepared by the Secretariat on the assistance and measures available to developing States, least developed countries, small island developing States and coastal African States in their efforts to realize the benefits of sustainable and effective development of marine resources and use of the oceans within their national jurisdictions, contained in document A/63/342.
وفي هذا الصدد، ترحب ملديف بالدراسة التي أعدتها الأمانة العامة حول المساعدة والتدابير المتوفرة للدول النامية، والبلدان الأقل نموا، والدول الجزرية الصغيرة النامية، والدول الأفريقية الساحلية في جهودها للحصول على فوائد التنمية المستدامة والفعالة للموارد البحرية واستخدام المحيطات في إطار ولاياتها الوطنية، والتي ترد في الوثيقة A/63/342.

14. Encourages intensified efforts to build capacity for developing countries, in particular for the least developed countries and small island developing States, as well as coastal African States, to improve hydrographic services and the production of nautical charts, including electronic charts, as well as the mobilization of resources and building of capacity with support from international financial institutions and the donor community;
14 - تشجع على تكثيف الجهود لبناء قدرات البلدان النامية، وبخاصة أقل البلدان نموا والدول الجزرية الصغيرة النامية، والدول الأفريقية الساحلية لتحسين الخدمات الهيدروغرافية ووضع الخرائط الملاحية، بما في ذلك الخرائط الإلكترونية، وتعبئة الموارد وبناء القدرات بدعم من المؤسسات المالية الدولية والجهات المانحة؛

(a) Capacity-building through technology, knowledge and skills transfer, particularly to developing countries, including small island developing States and coastal African States, as well as exchange of information, data and lessons learned, and capacity-building in support of science, information management and exchange, monitoring, control and surveillance, assessment and reporting as well as through public outreach and education;
