The Secretary-General has the honour to transmit to the members of the General Assembly the report of the Joint Inspection Unit entitled " Policies of United Nations system organizations towards the use of open source software in the secretariats " (JIU/REP/2005/3 and Corr.1).
يتشرف الأمين العام بأن يحيل إلى أعضاء الجمعية العامة تقرير وحدة التفتيش المشتركة المعنون " السياسات التي تتبعها منظومة الأمم المتحدة بشأن استعمال برمجيات المصدر المفتوح في الأمانات العامة " (JIU/REP/2005/3 و Corr.1).

5. Organizations note that, like section I of the report on open source software in the secretariats (A/60/665), this report fails to provide a balanced assessment of the relative values of free and open source software against other software models.

Accordingly, 10 notes on the issue had been submitted to the secretariats of participating organizations (A/55/34, annex II). That exercise was being pursued in 2000 to obtain a clearer indication of whether the participating organizations had approved or rejected the Unit's recommendations, instead of merely taking note of them and leaving their implementation to the goodwill of the secretariats.

In order to achieve that objective, it is essential to define guiding principles on the basis of which the secretariats would then need to agree on, and abide by, the set of standards required not only to allow the necessary compatibility among their diverse ICT systems but also to make interoperable the data and information resident within those systems (chap. III, paras. 82 - 94).

Besides inputs from the secretariats through interviews and replies to a questionnaire, useful information was gathered from attending two conferences on OSS, in September and November 2004, sponsored respectively by the United Nations Conference on Trade and Development (UNCTAD) and by the Dutch Presidency of the European Union.

The largest group is composed of staff who do not serve in the United Nations Secretariat but in the secretariats of subsidiary organs that enjoy special status granted by the General Assembly concerning the appointment of their staff.
وتتألف أكبر مجموعة من الموظفين الذين لا يعملون في اﻷمانة العامة لﻷمم المتحدة وإنما في خدمة اﻷمانات العامة لﻷجهزة الفرعية التي تتمتع بمركز خاص تمنحه الجمعية العامة فيما يتعلق بتعيين موظفي هذه اﻷجهزة.

The purpose of such meetings had been to further facilitate functions of the secretariats of the conventions through such coordination, and in particular promote the effective implementation of the conventions.

11. The Committee welcomes the establishment of the Special Committee at the level of the general secretaries of the ministries involved (Ministries of Justice; Interior; Economy and Finance; Foreign Affairs; Education and Religious Affairs; and Health and Social Solidarity), and the adoption of the National Plan of Action against Trafficking in Human Beings.
